The All Hazards Consortium (AHC) is a 501c3 state sanctioned non-profit organization focused onexpediting getting business back to business in support of community and economic resilience. The AHC includes thousands of stakeholders at all levels of government and across multiple industry sectors that sustain the the nation’s critical infrastructure. Visit www.ahcusa.org.The AHC provides the legal framework for industry (regulated and non-regulated) to work with state/local government to address persistent real-world operational issues that seem to occur with regional multi-state storms, disasters, cyber incidents, accidents and other natural or man-made threats.Using its government and industry guided Working Groups the AHC created an enabling framework for private/public conversations to occur that prioritize common operational issues and jointly develop short/mid/long-term solutions that can be sustained by both public and private sectors.By leveraging the collective government and industry resources, these Working Groups produce services and products for public/private benefit. The AHC addresses various security/disaster response topics that impact both government and industry including:- Enhancing disaster management, transportation and logistics- Supporting public safety communications/FirstNet- Business continuity plan coordination w/states- Supporting regulatory de-confliction & compliance- Operationalizing Sensitive operational information sharing- Increasing cyber security for information sharing - Enhancing identity vetting & access management- Accelerating applied operational research- Coordinating Drones / UAV / UAS policy, technology, operations, best practices and education- Planning for extended power outages and resilience- Improving federal agency "operational coordination" with industry

  BiographyTom serves as the Executive Director for the All Hazards Consortium (AHC) and was part of the foundational efforts which lead to the AHC’s incorporation in 2005. His role is to support the Board of Directors and the member states in the areas of strategy, operations, policy development, and integrated regional planning between states, federal agencies and private sector owner/operators.Retired from industry since 2003, Tom acts as a liaison to help government and private sector leadership on the East Coast collaborate across geographic borders, government layers, and public/private cultural differences to bring about common agreements between states, industry and the federal agencies including FEMA, other DHS departments, Transportation, Energy, Agriculture, Justice, and key legislators) on key topics like Fusion Center Information Sharing, Public Safety Communications and Interoperability, Geographical Information Systems, Critical Infrastructure Protection, and Emergency Management/Evacuation Planning. Tom spent over 20+ years in the communications and technology industry working in the areas of marketing/sales, customer service, and organizing national user groups. Before retiring, Tom spent 9 years serving as the corporate executive liaison to state government leadership on all matters including strategy, contracts, legal, and operations.Educated in mechanical engineering at University of Maryland, Tom has been a Maryland resident all his life. He has owned several businesses. He enjoys all sports, theatre, singing, music, reading, mentorship and leadership development with young adults. He and his wife live on Maryland.
