Led the consultative and drafting process of the Punjab Local Government Act, 2022 as a member of the Chief Minister's advisory committee tasked with reconstitution and strengthening of Local Governments in Punjab, Pakistan. The exercise involved a review of the legislative history of LGs in Punjab since 1883 and to draft a law that builds on the recently practiced systems enacted in 2001 and 2013.Served as the focal person of the committee for:- consultation with elected representative of the national, provincial legislatures, local government activists and representatives, civil servants, civil society organizations, academic experts and political rights groups/activists representing marginalized and vulnerable segments of society.- developing proposals for including innovative public finance tools for LGs and strengthening their role of cities as "engines of economic growth".Presented the draft bill to cabinet for approval before it was tabled and enacted by the provincial assembly of Punjab.

- Chairman and Convener of the 123 member District Council.- District Council Narowal represents 96 Rural and 2 Urban Union Councils and 1.8 million citizens living in over 1,300 villages and towns of District Narowal.

Supporting the development of Pakistan Competitive Cities Index (“PCCI”) Initiative. A first of its kind annual ranking of cities in Pakistan to evaluate and rank select cities against a set of competitiveness and livability indicators. PCCI aims to serve as a roadmap for cities to undertake policy action that can improve the locational proposition for resident citizens and firms alike.

- Created a long term land bank and development strategy of the $100bn King Abdullah Economic City project. Strategy included land use scenario modeling to predict project IRR, determine optimal land use, foresee urban build pattern and develop cogent real estate development strategies for KAEC.- Responsible for feasibility vetting, due diligence and approval of all infrastructure projects carried out in the city by the Residential, Commercial, Industrial and Entertainment arms of KAEC.

Climate Finance:Financial modeling and due diligence of carbon finance investments in clean energy and energy efficiency projects in least developed countries of Africa for World Bank’s Carbon Initiative for Development (www.ci-dev.org) facility.Urban Transport:Preparation and design of a major technical assistance project in Chittagong, Bangladesh that included an urban transport strategic master plan, pre-feasibility studies for priority bus lanes and BRT and restructuring of the public bus system. The project is supported by Australian Aid and the Public-Private Infrastructure Advisory Facility.

Research on global transport infrastructure investment needs in the context of climate change. The research analyses infrastructure needs estimates and finds that a low carbon (2D) path to transport infrastructure development is significantly cheaper than a high carbon (4D) infrastructure investment path.

Designed and developed case studies on Traffic Congestion in Cairo (Egypt) and Urban Transport Planning in New Delhi (India), in collaboration with Prof. José A. Gómez-Ibáñez, Harvard University, as part of a major capacity-building initiative for senior Urban Transport policymakers in developing countries.
