Served as a hands-on strategic and technical advisor to make homelessness rare, brief, and non-recurring in San Diego. As a member of the senior leadership team, I built capacity to support the organization’s growth from a regional Continuum of Care (CoC) administrative entity to a funder, convener, and policy leader in regional efforts to end homelessness. Established collaborative partnerships, expanded use of real-time data, advanced best practices, prepared funding proposals, and provided project management to support systems change.• Provided technical assistance to San Diego’s six Medi-Cal Managed Care Plans for the DHCS Housing and Homelessness Incentive Program (HHIP) to address housing insecurity for Medi-Cal Members. Identified $3.5 million in initial capacity-building investments and planned for data system integration.• Oversaw RTFH’s partnership with San Diego County during the COVID pandemic to provide non-congregate shelter to over 80 families experiencing homelessness and support housing exits.• Guided implementation of the Youth Homelessness Demonstration Program to provide coordinated housing and services to over 1500 youth and establish a youth-focused coordinated entry system. Monitored program compliance and outcomes. This two-year, $7.9 million grant was the largest award in the nation at the time. • Convened regional partners to launch "Built for Zero" - a movement to meaningfully and equitably reduce youth homelessness by using real-time data and collaborating with youth with lived experience.

Led a health nonprofit pioneering a process of collaborative leadership that results in measurable improvements in health outcomes. Responsible for operations, business development, and strategic direction to address access to care for low-income residents, strengthening social determinants of health, opioid crisis response, homeless systems of care, and health advocacy. • Under contract with the State through June 30, 2018, delivered care coordination and practice transformation for 170,000 Medicaid members. Responsible for the planning, administration and implementation of the City’s community development programs, including housing development, neighborhood services, public facility improvements, public services and other related programs. Managed the administration of the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Solutions Grant (ESG), and other federal, state, and local housing grants and provided leadership on regional initiatives to prevent and end homelessness. (Previously titled Housing and Community Initiatives Manager)I took on a division in distress (with over $11 million in HUD OIG audit findings) and turned it around. I unleashed existing talent and built a skilled and collaborative team to take on one of the biggest projects in the Division’s history - construction of a 150 bed shelter and day center for people experiencing homelessness with the Springs Rescue Mission. The project required complex environmental review, revising floodplain maps, coordination with the neighborhood and planning for neighborhood capital improvements and programs to mitigate impacts, and rallying community support. It was the best kind of challenge - improving a community and changing lives.

Recruited by the Mayor to lead a regional initiative to end homelessness. • Drafted the Initiative to End Homelessness in Colorado Springs and aligned federal funding priorities to address Initiative goals. • Provided leadership to bring the Continuum of Care into HEARTH Act compliance. • Increased access to safe shelter by more than tripling the number of cold weather shelter beds and lowering barriers to entry within existing funding appropriations. • Quickly promoted to oversee all of the City’s community development programs.

Managed a full time staff of three and 54 boards and commissions. Provided counsel and direction on rules of procedure during Council meetings. Position required high levels of trust and confidentiality, diplomacy and conflict resolution. • Liaised with Mayor’s Office, boards and commissions, community groups, citizens and media.• Managed highly controversial projects with citywide impact. Key issues included regulating medical marijuana dispensaries and fracking; first amendment speech, solicitation, public camping, and the Occupy movement; transfer of the lease of the municipally owned Memorial Hospital to University of Colorado Health and establishment of the Colorado Springs Health Foundation; City Council redistricting and campaign finance reforms. • Initiated the transition from manual agenda preparation to the Legistar e-system, and coordinated technology upgrades in City Council Chambers; trained Councilmembers in use of technology.• Oversaw maintenance and rehabilitation of the historic City Hall building.

Housing Development Division

Managed federally funded affordable housing development and rehabilitation programs with an annual budget of over $2.5 million (HOME and CDBG).• Directed loan programs for low-income homeowners and investor owners providing affordable housing. Reviewed housing project pro formas, negotiated financing terms and made funding recommendations.• Managed programs and construction staff to assist low-income homeowners and tenants maintain safe and decent housing and remove architectural barriers for persons with disabilities.• Aligned housing development activities with other local initiatives to maximize leverage of community dollars for housing and neighborhood improvement and economic development.• Developed private sector partnerships and outsourced activities to reduce costs and improve service delivery.

Conducted community-based research projects throughout Colorado alongside University faculty. Projects included school district enrollment projections, child care demand surveys, park design, rural library evaluations and hazard mitigation. Authored three monographs: Larkspur Park Design (1992), UCCS Child Care Demand Survey (1994), and Improving Paratransit in Colorado Springs (2000).Developed service-learning projects including the San Luis Valley Natural Hazard Mitigation Project (located in Conejos County, CO), funded in partnership with the State of Colorado Office of Emergency Management. Conejos County is one of the poorest counties in Colorado, many homes are constructed of adobe and there is frequent flooding activity. I organized a group of students to spend their spring break working with Conejos County residents to install sump pumps, build berms and wrap adobe homes. We also trained area high school students in emergency response activities such as sandbagging. I was a finalist for the Campus Outreach Opportunity League's "What's the Big Idea" award for social entrepreneurs and received the John R. Scheaffer Award for Excellence in Floodproofing presented by the Association of State Floodplain Managers, Inc.
