As lead contract buyer, awarded the largest unsolicited proposal for pathfinder satellite program using fixed-price commercial acquisition procedures. Consulting services performed include the development of project requirement documentation, issuance of solicitations, drafting all procurement and contract documentation, proposal evaluation, development of contract negotiation criteria, and modification of contracts in accordance with federal government regulatory and procedural requirements. In addition, provided acquisition and contract management support to company home office by interpreting contract terms and conditions, regulatory procedures, and current and potential contract requirements.

Los Angeles Air Force Base

Primary procurement advisor for the $4.5 billion Global Positioning System (GPS) III satellite program. Responsible for analyzing and evaluating program acquisition strategy for new contract requirements through source selection process. Provided contracting support by issuing solicitations, awarding contracts, negotiating contract modifications and advising on regulatory and procedural contract requirements. Deployed as Contingency Contracting Officer $5 million warrant supporting over 60,000 US and coalition forces and Department of Defense civilians and contractors in support of combat operations for Operation Iraqi Freedom. Oversaw all procurement activities for Multi-National military personnel supervising five contracting officers executing 468 contracts valued at $27.5 million.

As Base Infrastructure Team Lead:Lead a team of four civilians and three military contracting professionals responsible for 30 facilities and service contracts valued at $29 million. Primary business advisor on acquisition strategy, regulatory and procedural contract requirements and issued contract solicitations, awarded contracts, and negotiated contract modifications for new construction, facility renovations, and other construction projects. Analyzed contract actions to ensure price, quality, and delivery met the best value solution for customer requirements. Deployed in support of $13.5 million classified Special Operations mission for Operations Iraqi Freedom and Enduring Freedom. Entrusted with $1M warrant to procure construction and commodities for US and host nation military forces throughout Southeast Asia.As Plans and Programs Flight Chief:Supervised team of five civilians and one military contracting professionals managing all activities for the electronic procurement system and database, contract quality assurance program for service contracts valued at $22 million, and the $14 million Government credit card program. Ensured entire contracting squadron computer infrastructure functioned effectively in support of base procurement environment of 4,200 personnel valued at more than $55 million.
