The FCSIC is a $7 billion financial guaranty insurer with a mission to protect investors in Farm Credit System bank issued debt obligations. The System is a $485 billion national cooperatively structured lender to the U.S. agricultural sector. At the FCSIC, my primary responsibilities included identification, evaluation and management of insurance risk. Also managed corporate readiness for resolution of troubled System institutions and served on the Corporation's investment committee and as the Contracting Officer. Managed insurance risk modeling. Also seconded for assignments requiring specialized expertise including Advisor to USDA on dissolution of the Rural Telephone Bank and examination of the Federal Agricultural Mortgage Corporation.

As the founding CFO for this start-up financial guaranty insurer, I was responsible for establishing and managing the investment and financial operations including managing all revenues and expenses, accounting, financial reporting and disclosure and contracting oversight for the FCSIC. During my tenure the insurance fund grew from $500 million to over $2.0 billion.

Financial Advisor to senior management of the Principal Bank for Credit and Agricultural Development in Cairo, Egypt. The PBDAC provides credit to the agricultural and fisheries sectors in Egypt.Worked with bank financial management to introduce automation and electronic data processing throughout the organization and strengthen liquidity management practices. Advised the bank on strategies for exiting non-banking lines of business including the importation of agricultural inputs.

As a commissioned examiner, I was responsible for many examinations of Farm Credit System Banks and specialized entities including the Central Bank for Cooperatives, Funding Corporation and Leasing Corporation during the worst downturn in the agricultural sector since the 1930s. During this period, I was a co-author of the final report for the Federal Land Bank of Jackson, MS, which recommended its closure and liquidation in the late 1980's. I also was the examiner-in-charge of the System's Funding Organization in New York and recommended the need for debt market access criteria addressing System Banks accessing the Agency Market to issue their combined debt securities. Participated in interagency task forces including development of regulations and policy for Farm Credit System institutions, including capital adequacy and enforcement actions when necessary.

The Saudi Arabian Agricultural Bank's primary mission is lending to the Kingdom's agricultural producers and fishing industry. My responsibilities included advising the bank's management and staff on automation of their accounting, finance and credit delivery system. I also served as the liaison to the U.S. Saudi Arabian Joint Economic Commission which was a principal sponsor of this consulting project.
