Mr. Simpson was selected to the OSD-CIO Problem Management Team. In this capacity, Mr. Simpson provides guidance to executive staff and senior engineering departments in regards to the resolution of complex problems that are beyond the scope of incident resolution requests at the enterprise level. As part of this service, Mr. Simpson records escalated incidents, operations, and analyzes event data within an IT service or system. In an effort to permanently resolve issues, Mr. Simpson researches the problem to identify it’s root cause, and provides test measurements, develops workarounds, reactive fixes, or proactive fixes for the problem. In an effort to reduce the number and severity of incidents and problems to operations, Mr. Simpson provides documentation on results for first and second line help desk, as well as engineering and executive staff.

Under general direction, Mr. Simpson provides management in support of the Secretary of Defense,Legislative Affairs Office by the planning and execution of complex information technology services(ITS) projects and ensures that scope, schedule and resource objectives are met; interacts withexecutive staff from multiple constituencies to establish project goals and objectives, identifyingresource requirements and acquiring appropriate resources, and coordinating the efforts of teammembers in order to deliver projects according to plan; coordinates the integration andcommunication of project efforts across a variety of governmental components, and monitors andmanages project issues, risks and quality throughout the project life cycle. In addition, he providesguidance and research, in the development and publishing of trend analysis for executive staff.

Mr. Simpson provides end-user support to the Secretary of Defense, Legislative Affairs Office byensuring efficient and reliable computer and network operations. He provides hardware andsoftware management, and troubleshoots for 50 workstations and 15 notebook systems. He isresponsible for administering e-mail servers by adding, deleting, and maintaining accounts. Heinstalls remote access systems to notebooks for worldwide support, trains assigned personnel oncomputer operations and security procedures, and maintains system security through theVulnerability Compliance Tracking System (VCTS). He is responsible for maintaining and backing upcritical databases, providing guidance and research to equipment custodians for purchase of IThardware and software, and developing and publishing trend analysis for staff.

Mr. Simpson provided specifications, purchase, and installation of workstations, servers, software,and network components required to support unit legal staff. He performed help desktroubleshooting for 31 desktop systems using Windows NT, and Windows 2000 operating systems. Hemanaged a team of computer support personnel that provided customer support services for theuser community. He supervised and trained unit assigned personnel on computer operations andsecurity procedures. He performed routine maintenance on local databases allowing accurateuploads to higher headquarters systems.

Mr. Simpson provided efficient and reliable computer and networking operations by managing 2Windows NT servers, 36 personal desktop computer systems, and 30 notebook systems. Hesupported 10 military judges and 20 circuit court trial and defense counsel traveling worldwide. Heassembled, installed, and managed the operation of 30 notebook computer systems. He installed,configured, and maintained e-mail communication software using the Pentagon Remote AccessSystem (RAS).

Mr. Simpson managed and upgraded computer systems and networks to provide state of the artservices to the War Readiness Materials unit. He developed a computer environment thatmaintained a 98 percent reliability of war readiness materials.

Mr. Simpson was selected to lead a project on; He installed more than 420 computer systemsthroughout the Washington DC area, to support WAN operations worldwide.

Mr. Simpson managed Windows NT server, 44 desktop computer systems, and 5 notebook systems.He served as a consultant to Air Force computer programmers in support of the design andimplementation of the Armed Forces Claims Information Management System (AFCIMS).

Mr. Simpson was responsible for implementing and managing a computer network for unit staff. Hedesigned, procured, installed, and managed components to set up a LAN for unit mission. Heupgraded network components and workstations as required to maintain unit efficiency. Heprovided training to staff, as required. He provided purchasing recommendations with supportingdata to senior commanders for the management of the fleet.
