    I helped green/decarbonize Portland's fleet of 2600 motor vehicles with alternative fuel, in route to net zero emissions. I managed the acquisitions and disposal of equipment as well as alt-fuel infrastructure: electric, compressed/renewable natural gas and hydrogen. In four years at CityFleet, I spearheaded CityFleet’s movement towards the net zero goal. Notable achievements:Managed the transition to low or zero emission vehicles, achieving successful transition of approx. 10% of Portland CityFleet vehicles to electric (PHEV or BEV) or Compressed Natural Gas (CNG). Helped place Portland among the top green fleet cities, achieving 17th place in the United States in the National Association of Fleet Administrators (NAFA) annual Green Fleet Awards. Portland’s fleet improved from 49th in 2021 to 32nd in 2022 to 17th in 2023. Since 2020, led a team that was awarded over $30 million in grant funds and incentives from various agencies and utilities for vehicles and infrastructure. In conjunction with staff, developed a deployment plan for hundreds of new charging ports that would supply electric fuel for hundreds of vehicles. Conceptualized and managed an innovative (first in the nation for a municipal fleet) Request for Proposal for Charging as a Service (CaaS), and awarded a contract to OpConnect, a local veteran-owned, BIPOC business.Coordinated an RFP for Gas-as-a-Service that allows CityFleet vehicles to access Renewable Natural Gas at City parking depots with no up-front capital required. Created key alliances with local electric utilities that provided critical funding toward make-ready infrastructure, and provided testimony to the Public Utilities Commission. Helped champion education and awareness of alternative fuel technologies including “ride and drives," lunch-and-learns and webinar events. Spoke at industry tradeshows, webinars and panels. Created, designed and published a regular electronic newsletter.
