• Serves as the Senior Leader for the Utah WEBU Market with primary focus on business development and sales to help build and grow the existing WEBU practice areas of Water/Wastewater Infrastructure, Surface Water Resources and Environmental Planning and Compliance in Utah.• Works in a highly flexible, team-oriented environment with individual and group responsibilities for business development, sales, financial performance and internal and external client satisfaction, deliverables and schedules.• Grows the WEBU staff presence in Utah with eventual opportunity to manage, coach, and mentor staff in professional, technical, and business development efforts.• Develops and executes market strategy with Client Team Leaders and Senior Leaders in Utah.• Determines the strategic allocation of business development resources to achieve regional sales and revenue goals. • Serves as Principal-In-Charge or Project Manager with responsibility for all aspects of project development and delivery, including scoping, budgeting, contract negotiations, and project execution.• Serves as a Client Leader (with specific/identified Clients) with business development, client management and client profitability goals. • Engages in recruiting and retention efforts to ensure DEA hires the best possible talent and supports processes that encourage staff longevity.• Serves as a project pursuit champion, when applicable and assist in preparing proposals and participating in interviews.• Increases DEA and WEBU visibility in Utah through active involvement, presentations and leadership positions with key industry organizations and related conferences.• Works with the other senior leaders to identify capital investments, strategic alliances, key hires, acquisitions and growth opportunities.

• Oversees design, management and construction related to culinary and secondary and waste water, storm drains, stress, curbs and gutters, traffic engineering, street lighting and other Public Works projects. Recommends and coordinates project priorities, supervises staff and assigns engineering projects under collaboration with City Engineer.• Monitors project contracts, providing quality assurance review of various stages of completion; initiating corrective action if needed to maintain established local, county and federal standards. • Establishes criteria for selection of engineering consultants, negotiates contracts and monitors consultant activities and work to assure compliance with contracts and standards, insuring timely completion and inspection of said projects. Schedules pre-construction meetings for all Public Works projects and coordinates all construction activities to comply with city standards. • Directs engineering functions relating to culinary and secondary water systems, developing and maintaining City's water models; assuring accurate maintenance of water system mapping and ensuring compliance with Federal and State regulations. • Supervises division staff engineers, overseeing hiring process and employee performance. Organizes and conducts division meetings. • Builds effective working relationships with elected officials, federal and state agencies, local governments and the public. Liaises with Federal, State, County, and local jurisdictions, representing the City to various commissions and task forces.

• Project Management: COR III, managed complex civil engineering projects, prepared objectives, schedules, budgets, and contract administration documents. Oversaw the preparation of plans, specifications, and cost estimates. Coordinated workflow with other engineering departments and prepared detailed work orders for contracted engineering firms. Reviewed all project related work for compliance with governing agencies regulations and construction procedures. • Project Designer: Prepared drawings, cost estimates, technical specifications, and condition surveys on facility projects. Projects include: road and trail wastewater systems, well development, water systems, hydraulics, road design, erosion control plans, retaining wall design, and campground renovations. Highly competent in CAD programs: AutoCAD Civil 3D, Microstation, and ArcGIS. • Contacting Officer’s Representative: Acted as department liaison with outside agency officials, forest officials, contractors, owners, and forest engineers. Completed construction documentation, coordinate design changes, conducted compliance inspections, and resolved technical constructability issues. • Permitting and Technical Reports: Prepared permits for regulating agencies using applicable or relevant requirements and legal guidelines. Formulated technical engineering reports using site evaluations, risk assessments, and engineering calculations.

• Project Designer: Prepared drawings, cost estimates, technical specifications, and condition surveys on public and private site development projects. • Projects include: wastewater systems, water distribution systems, road design, site development and storm drainage projects. • On-Site Inspector: Conducted meetings and construction inspections with contractors, governing agencies, and owners regarding project status and constructability issues. • Permitting and Technical Reports: Prepared and obtained permits construction permits from local and government agencies.
