Assembled and led diverse, interdisciplinary team consisting of an FFRDC, three major subcontractors and multiple Teledyne departments.-- Led sensor technology development team to Teledyne Imaging Sensors "Team of the Year" award.-- Developed Government agency as a new market area, including proposing and managing successful prototype development program with production follow-on potential.-- Lead proposal teams on multi-million dollar development program proposals. Developed approaches, authored technical sections, and estimated costs. Drove to most cost-effective solutions, resulting in major contract awards. -- Improved processes via participation on Program Management Council and as a software beta tester. These efforts, combined with those of others, promoted AS9100C quality certification.

Guided research and development engineering activities for Situational Awareness and Unmanned Vertical Take-Off and Landing (VTOL) products -- strategic planning, budgeting, scheduling, execution team leadership, contractor and supplier interface, senior management reporting and proposal writing.-- Assembled and led multifarious team consisting of senior university personnel, small companies, four BAE venues and Government agencies in exceptionally collaborative research and development project. Culminated in successful NASA flight tests, Aviation Week cover story and multiple papers.-- Co-represented Los Angeles site on cross-site Technology Leadership Team, which directed $25M in research and development resources toward strategically important technologies.-- Trained personnel in proper use of Earned Value Management as both a planning and management tool, and guided project teams utilizing the tool.-- Aided transition of projects and engineering capabilities after decision to close facility, minimizing loss of expertise.

Supervised department responsible for engineering project performance on displays programs. Headed department of Project Engineers and Project Analysts responsible for fiber optic gyroscope-based military product lines and some related commercial products, totaling over $40M of development efforts.-- Led interdivisional team to develop Canadian division into a key display supplier resulting in increased insourcing.-- Evaluated predecessor to Northrop Grumman's Risk Management process, contributing to process's evolution.-- Coordinated military and commercial products divisions to plan development of a common navigation sensor and system.-- Instructed and guided project teams in use of Earned Value Management System.

Performed project engineering activities on key Fiber Optic Gyroscope based development projects.-- Presided over coordinated technical activities of multinational divisions of the company in development of large test equipment suite.-- Planned and managed multi-year $15M program with five major subcontractors and staff of 15, completing on budget and meeting all program goals.-- Engineering liaison to internal and external customers and suppliers.
