Serve as primary liaison to obtain capital project authority for all capital projects initiated at UNC Chapel Hill; responsible for all aspects of capital project budgeting, reporting and accounting for over $1B in capital projects; work with the University Treasury Office to consider funding and debt financing options; serve as liaison for the University with the state auditor’s office for all capital projects accounting and audit issues; partner with central Information Technology Systems (ITS) to manage and develop Facilities Services capital and general accounting systems; develop system procedures and guidelines as relates to capital project accounting, budgeting, reporting, and ensuring proper internal controls for all capital projects; and supervise, prepare, and analyze monthly and annual financial statements for several restricted trust funds.

• Develop a balanced budget for the FY 2019, 2020, 2021, and 2022 fiscal year, which included analyzing historical trends, creating revenue and expenditure projections, and working with departments to ensure their budget requests aligned with the Imagine Cary Comprehensive Plan.• Manage and administer the General Capital Improvement Budget/Plan, which includes over 200 active capital projects and a $1.3 billion budget spread across 20 years.• Led a Town-wide group of internal and external stakeholders that investigated the use of public vs. private streets in townhome communities; summarized and presented recommendations to the Town Council. • Create financial and performance measure reports and data visualizations for the Town Manager, Town Council, and Department Directors using Excel, Word, Power Point, and Power BI at request.

• Analyzed and presented data, such as budget information, fee increase projections, budget addition requests, and performance metrics in an easily digestible format for different audiences.• Created a cash handling policy working collaboratively with multiple internal stakeholders and conducted semi-annual training for 150+ employees over two years.• Served as a member of the leadership team for the Business Plan, a program designed to strategically equate Town resources with their initiatives for the upcoming fiscal year.
