Blue Origin is an American aerospace manufacturer and launch service provider. New Glenn is a heavy-lift launch vehicle designed to deliver payloads to Low-Earth Orbit (LEO) or geostationary transfer orbit using its proprietary, reusable BE-4 engines. As a contract employee to Blue Origin, I managed the design and outsourced the purchasing of ~4,200 wiring harnesses and secondary structures critical to the success of Stage I of the New Glenn launch vehicle. In that capacity, I dealt directly with 10 external vendors engaged to fabricate wiring harnesses valued at >$50M per launch vehicle.I coordinated with buyers to track orders placed with external vendors and identified / resolved any issues impacting timely delivery and quality of finished product. This also included analyzing change orders for scheduling and materials impacts, plus conferring with buyers and vendors to ensure that changes were accurately and efficiently implemented. I played an integral role in developing cost estimates, evaluating vendor bids, and actively seeking cost-down opportunities.I also collaborated with internal IT professionals to create a reporting application that vendors used to upload data allowing us to analyze vendor-supplied data to track and evaluate vendor performance. In addition, I championed the creation and implementation of an improved reporting structure that followed the product life-cycle of harnesses and brackets from concept through design, engineering, ordering, manufacturing, delivery, and installation. The numbering convention I created and documented was used to establish the harness wiring scheme.Other key responsibilities included coordinating engineering and manufacturing activities to meet installation schedules; interfacing with other sub-system counterparts to address cross-system design changes; and playing a key role in determining staffing needs for the buyer support team.

This was my second turn with Raytheon, and I was assigned to the US government’s Global Positioning System (GPS) program where I initiated planning organization process documentation to comply with CMII Level III certification. I developed MS Project integrated product schedules that aligned with financial controls.I worked closely with project managers, engineers, and numerous other stakeholders to monitor budgets, schedules, project scope, and technical aspects to ensure overall program success. I was accountable for tracking project progress against critical path schedules, identifying variances, and initiating corrective actions.I routinely updated project schedules and ensured that any changes were consistent with the project scope and overall cost management goals. In addition, I ensured that subcontractors complied with Earned Value Metrics (EVM) criteria, and compiled and presented monthly EVM reports to customers, plus presenting project status reports at weekly program schedule reviews.I also planned multiple rolling waves across six major projects with a $2B total budget spanning several years. The model schedules I built allowed for rapid scenario planning and re-budgeting.

Under contract to the Orion Space Program, I served on the Senior Integrated Product Team (IPT) with accountability for Earned Value Management of harnessing control account for Orion’s Avionics Power Wiring IPT, Electrical Ground Support Equipment (EGSE), Systems Engineering and Integrated Testing (SEIT), and later follow-on program proposal planning and analysis. I revamped process flow to improve efficiency and streamline scheduling, conducted weekly meetings with vendors to address any quality and scheduling issues, and achieved a 5% Cost Performance Index (CPI) and Schedule Performance Index (SPI), which outperformed other departments.I analyzed product life-cycle tasks and support, assigning resources, budgets, and balance loading for labor and non-labor tasks; managed baseline budgets and the estimating process change controls to ensure timely and costly execution; and improved cross-functional team communication and transparency. In addition, I integrated schedules with the Earned Value Management system using MS Project Server and Cobra, and maintained the integrated master schedule for program critical path to support monthly reporting, as well as multiple audits.

Insitu was accountable for designing, building, and launching the next generation Small Tactical Unmanned Air System (STUAS) for Naval Air Systems Command (NAVAIR). My role was to lead the Planning & Scheduling team for the first “Program of Record” for this wholly-owned subsidiary of Boeing. I developed the architecture and integrated 15 project segments along with sub-contractors. I reviewed and analyzed the program integrated master schedule (IMS) to comply with NAVAIR Standards; recruited, hired, and trained the scheduling team and fostered collaborative work environment; and aligned documentation with product design and development methodologies in the IMS, integrated master plan (IMP), contract work breakdown structure (CWBS), and statement of work (SOW).I also integrated schedules with Earned Value Management Systems (Deltek/Cobra); developed an event-driven IMS aligned with program critical path that complied with Defense Contract Management Agency (DCMA) 14-point tripwires; and delivered monthly contract data requirements list (CDRL) report containing a narrative, scheduling metrics, and variance reports.In addition, I implemented MS Project 2007 Server Enterprise with sub-contractors; and managed conversion from Deltek Open Plan to MS Project 2007 Professional and 2007 Enterprise.

As a consultant to this healthcare start-up, I developed requirements documentation and defined project scope in consultation with a Physician subject matter expert and prototype developer. I assisted in re-conceptualizing the program scope from developing an electronic medical health record (EMR) tool to creating an integrated medical business process management system that contained an EMR. The business cases that I developed were instrumental in securing a $5M startup investment, which also led to an additional $5M in extension funding for future phases.

I was recruited to this position to procure, monitor, and control budgets for the implementation of a new Claims Processing System for the Regence Pharmacy Program. I was subsequently appointed Project Manager for Claims Processor Project within this program.In that capacity, I aligned and organized budgets by scope and presented initial budgets for 11 projects within the program, while maintaining program budgets through three production implementations.I assisted in creating high-level business systems execution flows for all projects, and re-aligned project parameters to meet changing needs. In addition, I managed the Claims Processor Project for the pharmacy claims conversion to a new platform, and communicated changes in the project scope and project methodology to the sponsor and other stakeholders.

I was accountable for developing policies and procedures and creating project scheduling templates for this 400-employee firm specializing in employee benefit programs, nationwide. I facilitated resource planning and monitored resource capacity, working directly with the IT Master Scheduler, and ensured program compliance with established IT governance and project management policies. I developed schedule controls and tracking for projects to follow processes throughout product life cycles, and collaborated with Project Managers to develop schedules and ensure implementation of scheduling tools.

In this, my first stint with Raytheon, I was assigned to the National Polar-orbiting Operational Environmental Satellite System (NPOESS) project. This program’s objective was to design, build, and launch polar-orbiting satellites that collected and disseminated data on Earth's weather, atmosphere, oceans, land, and near-space environment. The program was managed by the Integrated Program Office (IPO) as a joint venture of NOAA, US Department of Defense, and NASA. I initiated planning organization process documentation to comply with CMII Level 3 certification. In consultation with project managers and additional stakeholders, I monitored the budget, schedule, scope, and technical aspects to ensure the overall success of the program.I routinely updated project schedules and ensured change orders were consistent with scope and cost management objectives. On a weekly basis, I presented project status reports at program schedule reviews. In addition, I compiled and presented Monthly Earned Value Metrics reports to customers.
