Established in 1967, the Congressionally chartered NAPA is an independent, non-profit, and non-partisan organization established to assist government leaders build more effective, accountable, and transparent organizations. The Academy has close to 800 Academy Fellows from a range of private- and public-sector industries—including Members of Congress, former presidential cabinet members, governors, mayors, business executives, public administrators and notable academics.

Led strategic analyses of institutional performance relating to teaching and learning, the student experience, student demand and institutional ranking. Produced a wide range of management information resources to support the University’s planning framework, institutional performance reporting, and meet the University’s strategic objectives.

The senior planning and performance manager for the Food Safety and Inspection Service (FSIS), U.S. Department of Agriculture. FSIS is a leading $1B, 10,000 employee public health agency committed to preventing foodborne illness. Responsible for preparing the Agency’s strategic and annual plans, priority goals, and measurement systems designed to improve organizational performance.

Communications and public affairs executive providing clients with wide-ranging strategic counsel and hands-on tactical solutions to 'get their messages out'. Assisted PR and public affairs shops, corporations, non-profits and trade associations build and protect brand. Work included new business development, research and advocacy, media relations, third party outreach, and advocacy events.

Managed comprehensive communications and media relations work for Harris Interactive. Led national media campaign to promote corporate reputation survey; generated over 50 million media impressions and coverage in the New York Times, Washington Post and Forbes. Provided communications strategies and tactics to new rock and roll foundation and short-line rail association. Created strategic marketing plan for the firm.

Co-managed 25 person firm named by The Hill as one of Washington’s top PR agencies; led public affairs campaigns for Fortune 50 telecom, high tech and energy companies. Supervised PR, research and legislative advocacy projects, including management of outside vendors and partners. Directed association management services for 4 national entities - U.S. Internet Industry Association, First Response Coalition, Smarter Energy Policy Forum, and Electronic Business Forum. Increased funding and secured placement on CNN and in Newsweek.Built the New Millennium Research Council into a nationally recognized think tank, covered in The Washington Post, The Wall Street Journal, The New York Times, and USAToday. Served as expert broker to wide array of corporations and scholars. In support of Department of Labor grant, managed 18 month primary source research on telework and employment options for returning disabled service personnel from Iraq and Afghanistan.Managed national corporate responsibility campaign to shift political and public opinion against WorldCom. Work contributed to WorldCom paying the largest SEC fine in history.

Created and managed the E-Commerce Assurance Roundtable to focus government, industry and consumer attention on on-line trust issues. Developed $45 million in Government initiatives to improve access to the Internet for disadvantaged populations.Managed world-first research on financial benefits that users can derive from accessing the Internet. Chaired whole-of-government working groups producing community and regional Internet access plans for the government. Produced Australia first ‘shopping safely online’ fact sheets covered in the Sydney Morning Herald.

Counselled Ministers and senior public officials on methods to introduce competitive practices into the Australian public service. Directed an 11 member inter-agency examination of public and private sector experiences with contract management, entitled ‘Before You Sign on the Dotted Line…’; Report was widely promoted by the director of the Australian public service. Managed a 300-person market research seminar and expo, Contacts for Contracts, promoting a panel of 27 consulting firms.Managed production of best practice research papers on contracting-out and competition. Served as editor of government-wide discussion series on public sector reforms.

Designed a new management improvement technique SMART (strategic management assessment and review targeting). Advised senior public servants and agency leaders on best practice management, monitoring and reporting methods for organizations. Produced 30 research papers published by the U.K. Commonwealth Secretariat, ‘Good Practices and Development in Public Management: A Profile of NZ’.

Served as the sole American member of a four-person, year long evaluation of Australian public sector reforms. The report, The Australian Public Sector Reformed, was launched by the Prime Minister in July 1993.

Led major management reviews to correct areas of highest risk in Federal Government operations. Managed 40-person OMB/Education review announced by White House recommending overhaul of the $50 billion Guaranteed Student Loan Program. Coordinated OMB’s program evaluation initiative. Special Achievement Award 1991.

Led major program reviews for officials in the Office of the Attorney and Deputy Attorney General. Improved the operations of the Cuban Haitian Entrant Program, INTERPOL, international training programs, aircraft utilization, and attorney recruitment and retention programs. Chaired DoJ wide evaluation forum. Special Achievement Awards 1985 & 1990; Special Commendation 1986.
