As the Head of the Change Management Office, I led the establishment of a departmental approach to ICT change management and change system release management standardisation, through the development of two division CMOs that provided change and communications delivery for 2200 public schools and enterprise systems change for 130,000 staff. Leveraging the lessons learned in ERP delivery and standardisation of business tasks, I managed 11 staff to deliver change and communications for 10+ concurrent next generation portfolio ICT projects directly related to previous system implementation. Working across divisions and liaising closely with Directors and executive, I strengthened enterprise change management processes and communication channels across complex multi-disciplinary environments, and, as both CMOs were newly established, I am proud to have implemented a statewide understanding of key principles of transformation and change in major projects. Working with stakeholders and Executives was key to successful implementation and I engaged and sustained collaborative partnerships with business teams for delivery and BAU adoption, business process integration and future-state planning. In this role, I led statewide delivery of SAP Finance / HR Enterprise Resource Program (ERP) and student administration systems to over 2,200 public schools, managing multi-location technical, schools and change teams to deliver the project on time and on budget.Worked with technical teams to wind down end of life (EOL) legacy systems, that facilitated technical scaffolding to enable the state-wide digital business transformation delivering efficiencies in business processes and data consolidation. Partnered with key schools stakeholders on communication strategies, delivery timelines, and readiness activities, demonstrating their adoption and acceptance of program aims Managed 16 Peer-to Peer learning teams statewide (122 staff) to deliver Day1 operational readiness and facilitated business awareness for their Unit’s transition into new digital environmentAuthored Program Support Framework outlining levels and ownership of support provision for implementation stages and prepared data reports confirming system uptake, trends and identification of integration roadblocks.

As Executive Officer, I managed all governance deliverables and milestones in accordance with PRINCE2 methodology for the $1B LMBR program for 2,200 public schools, overseeing project-level planning, implementation and delivery of digital transformation initiatives. Within LMBR PMO management, I assisted development of scope and schedule and risks against program requirements and developed and implemented project strategies in consultation with leadership team. Key to its smooth implementation was my work to align project aims and deliverables against the approval of milestones, operational designs, strategic papers, reports and budget requests. I also sustained partnerships with key program execution stakeholders and prepared reports to Treasury and Budget Estimates on program status, exceptions, and outcomes to ensure progress of objectives within defined goals.

I have used my key skills in ethics, governance and policy, to work with government agencies, community organisations and community legal centres, to develop and implement policy; prepare governance frameworks; engage and manage stakeholders; and provide staff training and professional development in ethics and organisational compliance.Member of the Royal Australian College of General Practitioners Research Ethics Committee2008 - 2018Advising on and providing ethics approval for human research as it pertains to, or intersects with, general practice. In December 2010, I was appointed to the RACGP’s National Patient Advisory Committee, established to develop instruments for general practices to measure patient experiences. We work with researchers to develop in them the necessary understanding of core research ethics contained in the National Statement (NH&MRC) and demonstrating these ourselves using correct procedure, impartial decision-making and proper reporting. Working in the position of Executive Officer for FaCS, I managed a large team of 46 staff and an operations budget of $17.1M, providing a responsive communications portfolio of Media, Digital, Communications, Design, Events and Website management, across the Department. A key component this role was the consolidation of the newly-formed the Ministerial and Communication Services (MAC) group for the Department in response to re-purposed operational objectives and requests for efficiencies from Treasurer. My duties included coordinating the delivery of high quality and professional executive and information services, exercising judgement, initiative and discretion to develop protocols for parliamentary and budget estimate deliverables. I established business continuity plans and documentation of critical services, leading strategic discussions with content managers to finalise inputs and assess risks of business shutdown due to unplanned events. I also ensured continuous communication services across all pillars and State Ministers during its time of transition to new operations.

With legislative changes in the Assisted Reproductive Technology Act in NSW requiring the Ministry of Health to develop a NSW Health Central Register, I provided analysis and policy guidance to the public and private providers of IVF facilities to ensure industry compliance. As Project Manager, I authored security protocols for privacy, storage and transfer of personal information, developing and delivering staff training programs for new processes. I also worked with Donor Offspring stakeholders to develop the communications website for assisting applicants in site usage and communicating with cohort groups. Moreover, I assisted in the creation of the initial donor offspring matching process for MoH and NSW IVF centres.

Working with the Responsible Gambling Fund, I provided wide-ranging executive governance and support for the Board and Chairman of the Fund, including organising and preparation of bi-annual meetings, budgets, reporting and Ministerial correspondence and Treasury reports. I identified potentially contentious issues in fund administration and contributed to development of strategies to address such issues, including developing methodology and standardised criteria for reporting on allocation of funds. Included in my list of accomplishments was authoring the technical Guide to Service specifications and KPI benchmarks for performance agreements, resulting in Annual Reports being delivered on time and with increased financial accuracy. I discharged the 2009 funding ($7.2m) for problem gambling counselling services, according to new criteria.
