Abstract: Many community development projects focus on “the” community as one homogenous group. By enacting community governance plans with this ill-defined interpretation of community, projects may fail to engage a diverse range of community members from numerous subcultures or social categories. In this study, I use the case of a crop protection fence built by an NGO in the Amboseli ecosystem to argue that understanding and enacting community governance through a homogenous lens carries the risk of fostering social exclusion. I draw from 104 surveys with residents of Namelok, Kwa Kuku, Noomayianat, and Paranai and seven key informant interviews with fence maintenance workers, fence project officers, and fence committee members. The social groups examined in this study are divided into binary categories by gender (men & women), ethnicity (Maasai & non-Maasai), length of time in the area (long-term community members & recent migrants), and livelihood (pastoralists & crop farmers). I find that women, non-Maasai individuals, recent migrants, and crop farmers have lower levels of engagement in fence governance practices compared to men, Maasai individuals, long-term community members, and pastoralists. These findings display that current governance practices, which view the community as one monolithic entity, primarily engage individuals with preexisting social power. Exclusionary actions like these erode the very notion of community involvement, as it is only certain communities that are actively represented. Thus, these findings call for the revision of current governance practices to target the involvement of disengaged groups. I conclude with suggestions for improved inclusivity. These solutions include accessible community meetings for targeted groups, new frameworks of hiring/ voting for fence governance roles, and increased channels of communication between those in power and underrepresented communities.
