Contractor at Department of Homeland Security (DHS) Headquarters, Data Services Branch (DSB)● Managed and led over 15 employees and subcontractors for DHS’ Data Service Branch to implement a FedRAMP compliant, cloud based, and big data enterprise architecture (EA) that provided enterprise information management (EIM) (Ambari, Kylin, NiFi, Flume, Hive, Zookeeper, YARN, Spark, Kafka), storage (HDFS), processing (MapReduce, Spark, Impala), governance / security (Ranger and Sentry), analytics (ElasticSearch, HBase), and visualizations (Tableau and PowerBI). The service-oriented architecture provided DHS a Data Analytics as a Service (DAaaS) management system and a cost saving strategic business intelligence approach to accomplishing impactful, high priority, cross-organizational projects and also saved DHS over $1 million annually.● Performed machine learning descriptive, prescriptive, and predictive analytics on structured synthetic data. Created an interactive demo that ingested a random set of features into an ensemble of models (Logistic Regression, K-Nearest Neighbors, Decision Tree, and Random Forest) which showcased model comparisons (Confusion Matrix, Receiver Operating Characteristic Curve, overfitting, n-fold cross validation, etc.) when they were run. This demo captured the branch’s highest priority and most influential project. ● Established a Customer Relationship Management (CRM) process to execute all cross-organizational work between the DSB branch and its leadership partners on a daily basis; created a strong reputation of trust for the branch that brought in paying customers and projects.● Coproduced security controls, requirements, plans, analyses, and actions with the security team which kept the division NIST 800-53 compliant. Re-engineered Waterfall processes to an Agile System Engineering Life Cycle (SELC) and authored acquisition and technical documentation which satisfied program requirements.

Coordinated ETL technical services, testing, and training when creating, packaging and distributing the Advanced Weather Interactive Processing System (AWIPS) baseline, follow-on enhancements, and next generation software (version 2.0). This system is what the National Weather Service (NWS) uses to create their public-facing, world-wide operational models, reports, and forecasts.● Integrated L1B and L2 satellite data into AWIPS. Processed L1b and L2 data in IsatSS (IDP Satellite Subsystem), created and documented configuration files, and adjusted architecture design using Python, SQL, and Unix. This improved the NWS agency-wide user experience by enhancing the system-wide computational speed, performance, and satellite data accessibility.● Managed, led, and created code to convert polar-orbiting satellite data into several different geospatial re-projections (ex. Stereographic, Mercator, Lambert Conformal Conic, etc.) that were defined and scoped by NWS users, utilizing Python, Linux, and IsatSS. This was a significant step in improving satellite data latency, quality, and coverage for the NWS enterprise.

● Incorporated machine learning analytics into the portfolio of available tools for the Technology, Planning, and Integration for Observation (TPIO) office to strengthen the validity and quantitative structure of their gap analysis and network model, aiding NOAA leadership to make informed financial decisions about future capabilities.● Managed the joint project between the Office of Marine and Aviation Office (OMAO) line office and TPIO, called the NOAA Fleet Force Architecture (FFA). Co-authored the FFA Recapitalization Plan, which outlined for NOAA leadership a repeatable, defensible process to evaluate the current fleet against the key science requirements and develop future fleet architectures that can mitigate or eliminate capability gaps. Received the Office of Projects, Planning, and Analysis (OPPA) Team Member of the Month award in recognition for this project.● Developed software tools and code to provide the most up-to-date data and to automate relational database extractions (specific to user needs), data analyses, and visualizations of the entire TPIO architecture (an Extract, Transform, Load (ETL) process) using Python, Tableau, PostgreSQL, XML, ZEND Framework, and Linux. This enabled the entire office to access, edit, extract, and perform their own local reports and analyses based on the specific business question they wanted to answer.● Spearheaded the NOAA Observing System Council (NOSC) requirement refresh by providing data collection tools and strategic directions for cross-NOAA data connections and management; reforming TPIO’s architecture and algorithms to align with the needs of Line Offices; and facilitating the leadership meetings to collect requirements, products, and capabilities. This enhanced the integrity and quality of TPIO’s data collection, analysis, and reporting processes.

● Automated the processing of Okeanos Explorer Atlas Conductivity, Temperature, Depth (CTD) files to merge Remotely Operated Vehicle (ROV) Deep Discoverer and camera platform data. ● Processed CTD data with Sea-Bird’s data processing program; pushed the files through Python scripts that extracted information from the file headers; then read, clean, split, and merge files into the appropriate vertical profiles based on the criteria discovered in the file header. The finalized data was then uploaded into NOAA’s operational Okeanos Explorer Atlas CTD database.● Initiated and researched quality control parameters for the CTD data, collaborated with technical subject matter experts, then planned and designed the implementation of the parameters and thresholds into the Python code. ● Developed data analyses, mathematical models, visualizations, and organizational assistance to the Technology, Planning, and Integration for Observation (TPIO) Office’s Requirements and Planning team which were consolidated into reports for the NOAA Observing System Council (NOSC) using Visual Basic for Applications (VBA) and Python.● Collaborated in the development of the Earth Observation Requirements Evaluation System (EORES) database and user interface source code using PostgreSQL, XML, ZEND Framework, and Linux. ● Conducted, led, and documented the User Acceptance Testing (UAT) for the EORES user interface that cut the production release time in half.● Created, edited, and managed technical and user reports and requirements that were delivered to the Observing System Council (OSC) and the NOSC which comprises NOAA's organizational and line office leadership. NOAA leadership used the documentation to make agency-wide financial decisions.

● Assisted in the development of merging climate science data into NOAA’s operational algorithm - the NOAA-Unique Advanced Technology Microwave Sounder (ATMS) / Cross-track Infrared Sounder (CrIS) Processing System (NUCAPS) algorithm under Senior Scientist, Chris Barnet, called CHIMERA (Community Hyper-spectral Infrared Microwave Earth Retrieval Algorithm).● Programmed and translated from IDL to Python the minimum number of eigenvectors needed to reasonably represent the significant structure contained in the algorithm’s error covariance matrix.● Applied advanced mathematics (Ordinary Differential Equations, Linear Algebra, Advanced Statistics, and Numerical Analysis) on multi-system datasets from ATMS and CrIS.
