    I managed both on-going water programs and individual water resource projects for Spokane County. On-going monitoring programs include the Spokane Valley-Rathdrum Prairie (SVRP) Aquifer monitoring program, flow and groundwater level monitoring in the Little Spokane River watershed, and toxics monitoring required by the Spokane County Regional Water Reclamation Facility's NPDES permit. I conducted field activities, data QA/QC, and data analysis for these programs. I wrote annual reports for both the SVRP Aquifer and NPDES Toxics monitoring programs. I administered the Little Spokane Water Bank including assisting clients with the application process, tracking issued mitigation certificates, and reporting to Ecology under the Trust Water Right Agreement. Completed individual projects include compiling and correcting polychlorinated biphenyl (PCB) data for the Spokane River Regional Toxics Task Force's work with Dr. Rodenburg (Rutgers Univ.), in which positive matrix factorization (PMF) analysis is used to determine sources of PCBs in the Spokane River; assisting Ecology staff in biofilm sampling on the Spokane River; and implementing telemetry to monitor water levels on Saltese Flats. I managed a consultant contract for the design of a Managed Aquifer Recharge project on Bear Creek.

I designed and implemented a reporting system that allowed DOT&PF to efficiently compile compliance and project information for annual reporting to the EPA under the Decree. I worked with the Statewide Stormwater Specialist and Regional Stormwater Specialists to reach consensus on statewide issues concerning stormwater compliance, and assisted developing and maintaining technical guidance, updating forms and instructions, and providing training to DOT&PF staff. As part of my duties, I also helped plan the annual Statewide Stormwater Field Review. The Field Review provides an opportunity for DOT&PF Stormwater Specialists to travel with a third party consultant to inspect SWPPP implementation and review CGP compliance on multiple projects, and ensure consistency among the Regions. In addition to my primary duties, I also assisted as needed in drafting Categorical Exclusions for DOT&PFs Statewide projects.
