(2024 - present) Division Chief for Urbanized Area Programs within FTA's Office of Program Management. Responsible for managing several of FTA's largest formula and competitive programs, including the Buses and Bus Facilities Competitive Program, Low or No Emission Program, All Stations Accessibility Program as well as 5307 Urbanized Area formula funding. Expertise in program-specific requirements, program eligibility, and relevant procedures for the individual programs consistent with the Program Circulars and Notice of Funding Opportunities (NOFO). Currently oversee a staff of seven program managers. (2022-2024) Senior Program Manager responsible for managing FTA's Community Projects/Congressionally Directed Spending (earmarks) and provides support to FTA’s competitive programs. This includes managing and providing technical assistance for FTA’s internal grants management software, the Discretionary Grants System, which accepts all program applications and ensures records and reviews are properly retained for auditing purposes. Works with FTA offices and other Program Managers to prepare program specific application forms and review NOFOs to ensure consistency across programs. Provides guidance, training, and technical assistance to other Program Managers and regional staff on grants management issues and program implementation.(2020-2022) Program Manager responsible for managing, monitoring, and reporting on grants for the Low or No Emission Vehicle Discretionary Program (5539(c)) with an investment portfolio of over $1.1 billion in funding for low and no emission transit projects. This includes preparation of the NOFO, technical assistance for applicants, project scoring and review, funding scenario development and presentation, and award announcement. Also served as the acting Program Manager for FTA’s Grants for Buses and Bus Facilities Program (5339(b)) managing approximately $550 million in competitive funding.

Transportation Planner focused on innovative planning projects to identify, quantify, and accommodate the changes caused by emerging technologies such as connected vehicles, automated vehicles, mobility-as-a-service, and micro transit, among others. Presented scenario analysis results in an easy-to-understand format for non-technical audiences. Led project advisory groups in discussion and consensus building in project development. Conducted long-range transportation planning, including developing visions, goals & objectives, and identifying and analyzing proposed needs and improvements. Developed, calculated, and applied transportation performance metrics, including quantification of new mobility (e.g., mobility-as-a-service, and connected and automated vehicles). Obtained, evaluated, and interpreted data to identify transportation trends and their potential impact on policies and programs for transportation planning. PROJECT: Project and Contract Manager for sustainable communities research and analysis related to land use, housing, and transportation. Developed methods for quantifying the benefits and costs from sustainable land use and transportation policies and develop tools that enable local and regional planners to communicate these benefits to the public and integrate them into planning practices.Managed research contracts related to indicators for clean transportation access, congestion management with consideration for equity and environmental concerns. Worked closely with other CARB staff, MPOs, local governments, academics, and State agencies to ensure that the tools and research are targeted and effective.PROJECT: Project Manager for two heavy-duty incentives programs related to reducing greenhouse gas emissions through transportation.Prepared grant agreement, review solicitation materials, and program/contract tracking for the Rural School Bus Pilot Program with North Coast AQMD.Prepared reports, tables, and summaries of results for program reporting via the California Climate Investments Reporting and Tracking System.Prepared presentations, speaking notes, and background research to brief managers and Board Members on program progress.Participated on evaluation panels for both internal and external grant programs to score, rank, and select transportation projects. PROJECT: Implementation of Senate Bill (SB) 375. SB 375 is an attempt to coordinate planning for land use and transportation at the regional scale, with successful implementation expected to result in more compact, walkable communities that save infrastructure costs, reduce air pollution, improve public health, and shorten commute times. Evaluated land use and transportation policies related to development of the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) prepared by Metropolitan Planning Organizations throughout Southern California.

PROJECT: Acting Assistant Project Manager for SCAG’s Scenario Planning Model (SPM), a web-based geospatial tool designed to analyze a variety of impacts related to local and regional planning.Gathered and researched data for SPM from multiple sources including Employment Development Department (EDD), California Department of Finance, Caltrans, and U.S. Census.Served as liaison between technical team and non-technical business group to ensure business requirements are clearly defined and executed to specifications. Established 27-member cross-functional working group comprised of SCAG jurisdictions and planned monthly meetings on SPM development. Worked effectively with a diverse multicultural ESL team and served as English language expert for all written communication.Created all scenario planning content and collaborated with web design team to upload 10 pages onto SCAG’s website.

PROJECT: Worked directly with Department of Homeland Security Citizenship and Immigration Services in analyzing the EB-5 Immigrant Investment Program.Evaluated applicant prepared business plans and economic impact studies to determine eligibility for EB-5 approval and submitted 150+ reports to the office of Homeland Security. Fielded questions from Homeland Security staff regarding EB-5 reports and provided clarifications. Assessed adequacy of existing programs and implemented multiple process improvements. Participated in interagency working groups and responded to inquiries from the Director of Homeland Security, general public, and high-level officials from other agencies.
