Advisor for implementation of “Results for Kenyans”, a program seeking to revamp the Kenyan Public Service into a modern, citizen-focused organization. Assisted in institutionalizing Results Based Management (RBM), and contributed to the development of a curriculum, manual and training methodology for Institutional Capacity Building, as well as overall restructuring and rationalization of the public service.

Facilitate contacts and information between HQ and field office on decisions forWork Programs, Budgets and staffing levels. Participation in Consultative Group meeting for Kenya and as Sida’s representative for World Bank’s SPA meetings.

Responsible for setting up Sida’s development cooperation and first office in Mali: budget support, sector program support in education and support for human rights and democracy.

Support to women’s and children’s rights in Rwanda after the genocide and head of an office of approximately seventy staff members. Responsible for preparing and coordinating the 1999 UN Rwanda CCA and member of the UN Rwanda team to shift the assistance to Rwanda from emergency interventions to reconstruction and development.

Responsible for setting up Sida’s first office in Uganda: budget support, debt relief, civil service reform, human rights & democracy support, health and private sector development.
