About Andra P.
I was admitted to the Bar Association for the District of Columbia on June 6, 2011 and have been an active member of the Bar, in good standing, after graduating from the Northwestern School of Law at Lewis and Clark in Oregon in May 2008. My 3L year was spent in Washington D.C., where I dedicated my first semester to working as a legal extern with the United Nations Environment Programme. I finished my last semester of study at the Georgetown University Law Center with coursework in advanced international environmental law and global climate change while simultaneously interning with the Center for International Environmental Law.Following graduation, I held positions with the Environmental Integrity Project and with the U.S. Environmental Protection Agency (EPA). More recently I worked within EPA’s Chesapeake Bay Program Office for several years in close collaboration with the Office Director, Deputy Director and EPA Headquarters Office of General Council to develop and draft unprecedented federal government guidance documents related to water quality trading programs.I am a foreign-born, tri-lingual U.S. citizen with extensive experience and commitment to public service work. After multiple years working within EPA at headquarters enforcement, program and regional offices, the institutional knowledge I have attained is unique and offers added value to organizations with an environmental practice. Combining this knowledge with my excellent writing, oral, analytical, communications, and creative thinking skills, my eagerness and proven ability to learn quickly and to excel, and my personable ability to interact well with others affords the possibility of a mid-level professional beginning with a new organization. In the environmental law context, I am confident I would make a strong addition to an environmental practice team, particularly in my main areas of interest and experience related to climate change, clean air and water initiatives, and environmental justice.In December 2017, I joined the private sector as an eDiscovery contract attorney for Epiq. In September 2021, I joined Arnold & Porter as an attorney with the litigation practice group. Since joining the firm, my focus has been on antitrust litigation, class action and multi-district litigation, civil litigation, immigration and human rights with pro bono work in environmental law and habeas corpus law.

The main goal of this project was to create a legal justification record for challenging a proposed “toxic recycling” bill. The bill, if passed, would officially recognize and allow the chemical industry to continue to label chemical byproduct industrial waste (meant to be disposed of according to environmental safety standards) as recycled product that is then sold to farmers as “recycled fertilizer.” This industry practice has been linked to increased incidence of cancer as farmers across the nation are using this “fertilizer” directly on cropland whose produce yield is sold to consumers. My responsibilities included legal research and analysis of the Congressional Record, legislative history, and relevant case law concerning the issue of chemical recycling pursuant to the authority established under the Environmental Protection Agency (EPA).
