EPA Region 3, Chesapeake Bay Program Office • Drafted technical memoranda for the purpose of communicating EPA’s baseline expectations for the development of Water Quality Trading and Offset program element benchmarks for the 64,000 square-mile Chesapeake Bay watershed – the Bay estuary is largest and most productive in the United States, and the Bay Watershed comprises seven Jurisdictions: New York, Pennsylvania, Delaware, Maryland, Washington D.C., Virginia, and West Virginia. • Worked closely with the Office of General Counsel in EPA Headquarters and Region 3 to ensure legal compliance in the memoranda development process and content, with the aim of providing the necessary federal signal, from a regulatory standpoint, on specific trading program elements including baseline demonstration, credit permanence, representative sampling, accounting for uncertainty, components of credit calculation, local water quality, verification and certification measures, and sector growth demonstration. • Recommended the development – and voluntarily took on the task of developing and launching – a multi-faceted Chesapeake Bay Trading and Offset-specific website on EPA’s Total Maximum Daily Load (TMDL) website at https://www.epa.gov/chesapeake-bay-tmdl/trading-and-offsets-chesapeake-bay-watershed. This resource was previously non-existent and was developed for the purpose of serving as a central location that continues to provide an overview of trading and offsets and the relevant connection to the Bay TMDL.

EPA Headquarters Office of Water• As a member of the Water Permits Division’s Legal and Policy Team, drafted language for rulemakings under the Clean Water Act, most notably revised sections of the landmark Waters of the U.S. (WOTUS) in an inter-agency effort with the Army Corps of Engineers to update the rule, and drafted and edited regulation and preamble text for various administrative rulemakings for the National Pollutant Discharge Elimination System (NPDES) Program, including the Application and Program Updates Rule, the Waste Treatment System Exclusion Rule, and the Electronic Reporting Rule.• Served as Topic Lead for the Interim Objections/Information Requests and EPA Issuance of Administratively Continued Permits sections of the NPDES Application and Program Updates Rule.• Completed Freedom of Information Act (FOIA) requests.• Assisted the Lead Office of Water, Office of Science and Technology Communications Team in drafting training documents for various pilot trainings conducted throughout the Office of Water, conducted staff level trainings on various aspects of internal communications and edited communication materials prior to their public release.

Because I was awarded a Public Interest Law Project stipend at the Lewis & Clark Law School, I was provided the opportunity to work on a Pro Bono basis with the Earth Island Institute on their Safe Food and Fertilizers project. The main goal of this project was to create a legal justification record for challenging a proposed “toxic recycling” bill. The bill, if passed, would officially recognize and allow the chemical industry to continue to label chemical byproduct industrial waste (meant to be disposed of according to environmental safety standards) as recycled product that is then sold to farmers as “recycled fertilizer.” This industry practice has been linked to increased incidence of cancer as farmers across the nation are using this “fertilizer” directly on cropland whose produce yield is sold to consumers. My responsibilities included legal research and analysis of the Congressional Record, legislative history, and relevant case law concerning the issue of chemical recycling pursuant to the authority established under the Environmental Protection Agency (EPA).
