•Twenty-four years of experience working as a biologist in the environmental field with a solid knowledge of Federal, State, and local laws and regulations. Offshore OCS Experience•Expertise includes managing/leading teams, preparing, assessing potential impacts (marine and coastal environments), and reviewing pre- and post-lease offshore oil and gas exploration and development projects on the OCS for compliance with NEPA. •Experience and knowledge of offshore leasing and approval process under OSCLA including pre- and post lease permitting and authorizations. •Expertise with in depth knowledge and interpretation of applying of Federal regulatory laws, regulations, and policies including ESA Section 7, MMPA, CZMA, CAA, CWA, FWCA, and others related to BOEM offshore OCS Federal actions for oil and gas exploration and development, marine minerals (sand and gravel borrow activities), and renewable energy development. •Management of multiple and complex projects, schedules, and regulatory compliance with other Federal agencies for offshore wind and oil & gas exploration and development actions (EP, DOCD, Structure Removals, Pipelines, right-of-way [ROW] authorizations, and geophysical and geological [G&G] survey activities). •Detailed knowledge and understanding of G&G operations and impacts of acoustic sound to the marine environment and protected species.•Represented BOEM and presented at professional, industry, and government meetings; scientific panels; and public meetings providing expertise and communication related to offshore oil and gas exploration and development and renewable energy OCS actions and affects to the marine environment and protected species. •Contract Officer Representative (COR).Onshore Experience•Task lead and prepared countless NEPA and environmental technical reports and documents for FHWA and State highway projects, transmission lines, pipelines, and private developments to ensure compliance with NEPA, SEPA, and CEQA including affected environment, impact analysis, and development of mitigation measures. •Prepared BA and conducted ESA Section 10 consultations for Federal projects.•Led and conducted wetland delineations and biological surveys throughout and developed wetland compensatory mitigation and restoration plans for permanent and temporary impacts.•Prepared and managed multiple Federal, State, and local (land use and building) permitting efforts for projects associated with transmission line routes, roadways, railroad corridors, pipelines, and large-scale development projects.
