Currently Andrei is a freelancer and expert, seeking for new opportunies to make different (practical, research, educational) co-sharing projects in the field of local cultural planning or mapping with someone across Russia or abroad.His previous activity has been connected with using his inherent interest in place cultural development agenda mainly in such spheres as Academic Research and Public Administration. He has been a Consultant at the Perm Krai Ministry of Culture, where he played a role of a consistent proponent of the necessity of investigating, promoting and finally implementing experience from other countries to inform effective, culturally-led practices of place development in Russia and in Perm Krai especially. He did it as an adviser of an Acting Minister of Perm Krai Culture, and as an official member of the Ministry Program “Perm Krai – a Territory of Culture"’s administrative unit. From 2009 to 2012 he has been active in the so called “Perm Cultural Revolution” period. He has been active in promoting new cultural technologies in the region. He helped to organize and deliver some of the first workshops and seminars for municipal staff on a cultural planning agenda in 2010-2012. During this work he had an opportunity to communicate with some of the leading international experts in the field of CP – Glen Murray, Jon Hawkes, Lia Ghilardi, Greg Baeker, etc Also Andrei has undertaken translation of texts to promote a cultural planning agenda in the region. The peak of Andrei's efforts to bring the best of world experience in local development of Perm region became his official trip to Ontario, Canada, where some of the leading work in CP is being implemented. The aim of the project was getting a helpful information from the Ontario Ministry of Culture about its best practice to promote the cultural planning approach across the provincial level, and developing a conception of Cultural Planning adoption for Perm Krai local level.
