Oversee the organization’s emergency preparedness and response programs serving the non-Couny San Joaquin Valley region of Central California. Programs include emergency water tank and hauled water forfailed domestic wells and small water systems, emergency bottled water, and preparedness / outreach / education forvulnerable populations. Develop and strengthen partner relationships and leverage the organization’s work acrossCommunity Development, Community Sustainability, Groundwater Management, and Affordable Housing disciplines to address unmet needs in local disaster response and recovery operations. Manage, plan, and implement new / enhanced data systems, develop policies and procedures, audit programs, develop performance metrics, and manage organizational changes.

Oversee a $2.5+ million all-hazard emergency management program at the Operational Area level, including all planning, training, exercise, grant, alert & warning, and EOC functions.Coordinated local multi-disciplinary / multi-jurisdictional response to and recovery from 5 Presidential Major Disasters, 2 FMAGs, and over 15 States of Emergency, Local Emergencies, and Local Health Emergencies, for incidents including severe storms, floods, wildfires/post-fire debris, drought, tree mortality, livestock mortality, and pandemics. Served as Incident Commander for $28 million drought response in 2014-2017 and County’s UC member for $100+ million permanent solution implementation with City and State partners.Served on numerous boards and committees including California Emergency Services Association State Board, California’s SEMS Advisory Board, SEMS Technical Group, and Specialist Committees for Alert & Warning; Training, Exercise & Credentialing; and Emergency Management Mutual Aid.
