Andrew works in the firm’s Land Use and Zoning practice group where he focuses on securing zoning entitlements across Northern Virginia, including Arlington County, the City of Falls Church, Fairfax County, Arlington County, Loudoun County, the Town of Leesburg. Andrew advises clients on all aspects of the land entitlement process and real estate matters, and frequently appears before planning commissions, local governing bodies, and citizen organizations. Prior to joining Walsh Colucci in 2007, Andrew worked for two members of the Fairfax County Board of Supervisors, the County Administrator of Caroline County, Virginia, and former Virginia Governor (now U.S. Senator) Mark Warner. Andrew has spent much time traveling and writing about the region’s land development history and has served as an adjunct professor at the University of Richmond and the University of Mary Washington. Andrew is also the author of a 2018 book chronicling the history of the Virginia wine industry, Virginia Wine: Four Centuries of Change, published by George Mason University Press and distributed by the University of Virginia Press.

  Andrew joined Walsh Colucci in 2007 and works primarily in the firm’s commercial real estate group in the areas of land use and zoning. A native of Northern Virginia, Andrew has spent much time writing about the region’s land development history. He has previously worked for two members of the Fairfax County Board of Supervisors, the County Administrator of Caroline County, Virginia, a current United States Congressman, as well as former Virginia Governor (now U.S. Senator) Mark Warner.With experience in agriculture, Andrew serves on the Fairfax County Agricultural and Forestal District Advisory Committee, and received an award from the Virginia Chapter of the American Planning Association for his review of enduring rural landscapes in Fairfax County. Andrew also periodically serves as an adjunct professor at both the University of Richmond and the University of Mary Washington, where he teaches classes in political science and urban planning. He is a member of the Loudoun County Bar Association, the Fairfax County Bar Association, the Local Government Attorneys of Virginia, the American Planning Association, and the Urban Land Institute. He also serves as president of the Loudoun Chapter of the Northern Virginia Building Industry Association, and on the Board of Directors of Celebrate Fairfax, Inc. and the University of Mary Washington Foundation.
