Hi I’m Andy Cope, with over 21 years of housing standards enforcement experience working for local authorities, I am perfectly placed to help landlords, letting agents, developers, architects and surveyors comply with housing standards legislation. My mission to is to provide high quality confidential advice and guidance to those involved with residential letting through a range of inspection and advice services. These are designed to minimising the potential financial and reputational costs associated with failing to understand or implement the myriad health and safety regulations that now govern the industry.I qualified as an environmental health officer in 1996 with a master’s degree from The University of Birmingham, and have since worked for both small rural councils and large city council’s enforcing housing standards legislation. This included all aspects of work relating to the Housing Health & Safety Rating System (HHSRS), Houses in Multiple Occupation (HMO’s), HMO Licencing and fire safety, from taking enforcement action, to training enforcement staff in both Derbyshire and Nottinghamshire. I have spent the last 11 years with Derby City Council, with my final role included lead responsibility for HMO Licencing. I was a Senior Environmental Health Officer within Derby City Council’s Housing Standards Section for 12 years, the last 5 as lead officer for HMO Licencing. This role involved the proactive and reactive inspection of domestic properties within Derby’s private rental sector, responding to complaints made about housing conditions by tenants and other agencies. The role is predominately one of enforcement, applying the Housing Acts, the Housing Health & Safety Rating System and other Public Health Legislation to secure improvements in residential dwellings, including Houses in Multiple Occupation (HMO’s) and HMO Licensing. This work required the routine preparation of detailed repair schedule’s and enforcement documentation for all types of residential dwellings, and the engagement and monitoring of contractors to undertake these works, should enforcement fail.As a Senior EHO I also manage staff within the section, utilising the Council’s performance management system and conduct staff training, capability reviews, competency assessments and assist with recruitment as required. Further personal responsibilities include the delivery of Derby’s House in Multiple Occupation (HMO) Strategy, and all matters relating to the Mandatory Licensing of HMO’s. I developed a good working relationship with the key personnel at Derbyshire Fire and Rescue Service’s Fire Safety Team in Derby, as well as key housing standards staff at all the Local Authorities in Derbyshire via my participation in the Derbyshire Chief Environmental Health Officer’s Built Environment Sub Group.
