About Andy Jones

I am currently a freelance evaluation consultant who works independently as well as with a range of organisations. I have wide ranging expertise including the pragmatic evaluation of interventions, the role of the environment as a determinant of health and related behaviours, and the impact of access to services on health outcomes. I have keen interests in policy and delivery and have worked closely with a range of key organisations including the National Institute for Health Research (NIHR), the National Institute for Health and Care Excellence (NICE) and Cancer Research UK. I during my time in academia, I led a prolific research group, winning £25 million of research funding as lead or co-applicant, and have published over 280 peer-reviewed journal articles.     I spent 27 years as an academic at the University of East Anglia, starting as a Lecturer in 1995 and becoming a full Professor in 2011. At the time I left in 2021, I was Head of the Department of Public Health and Primary Care at Norwich Medical School. My time at UEA was interdisciplinary, initially being based in the School of Environmental Sciences, before moving to Norwich Medical School in 2012. Whilst there I led a large and prolific research group of research associates and graduate students, winning over £25 million of research funding as lead or co-applicant and publishing over 280 peer-reviewed journal articles. I currently hold an (h) index score on Scopus of 63, which places me in the top 1% most cited academics globally. I hold keen interests in policy and delivery and as an academic have worked closely with a range of key organisations including the National Institute for Health Research (NIHR) as a member of the Public Health Research Funding Committee, the National Institute for Health and Care Excellence (NICE) as an expert topic member involved in the development of several guidance documents, and Cancer Research UK where I was Vice Chair of the Tobacco Advisory Group. At the invitation of the Chief Medical Officer, I co-authored the current UK Government physical activity guidelines for adults, and in 2007 I was lead author of the UK Government Foresight: Tackling Obesity Future Choices obesogenic environments evidence review report.

My projects included, for example, work with local government teams to upskill them with simple evaluation approaches such as the production of logic models to provide a framework to understand the impact of the programmes team members were responsible for.

    After leaving the University of East Anglia, I spent 18 months in local government, working at Norfolk County Council. Spanning the Public Health and Environment teams, I worked as an Expert Advisor on the use of research and evidence in the design, delivery, and evaluation of programmes. My role was bespoke and was introduced for me out of a recognition of the need to generate more evidence to guide the commissioning and delivery of services. I worked across directorates embedding evaluation practice into a range of programmes including road safety, active travel, the fire service, and the museums and arts. One legacy of my period there is the fact that the public health team is now a full-time host of one of only a handful of National Institute for Health Research funded Local Authority Research Practitioners.
