Description: Increasing the efficiency and enhancing the institutional capacity of the Customs Administration of the Republic of Macedonia Reference person: Frank Ferguson, frankfergusonuk@yahoo.co.uk Main tasks: Provided support and advice and mentoring to the Head of Macedonian Customs Administration (MCA) Customs Systems Sector, on the revision of departmental procedures and guidance relating to, Customs Valuation; rules of Origin, introducing International best practice for imports of private vehicles and provided support and advice in the area of Commercial Fraud detection. Improved departmental planning system, by helping to introduce and facilitate regular planning meetings. Advisor to Mobile Control Team Unit manager, with direct line management of four consultants tasked with providing mentoring to MCA staff engaged in Commercial Fraud duties, carrying out examinations of customs cargo and documents to ensure increased trade compliance with Customs requirements. As adviser to the MCA, National Control and Communication Unit (NCCU) helped them to develop a joint strategy for inter-agency cooperation with police and other enforcement authorities. Helped establish and further develop the basis for a multi-agency NCCU within the MCA. Provided advice, mentoring and monitoring, on the planning and organisation, of cross border (Bulgaria, Greece, Serbia, and Albania), Inter-Agency Customs operations. Designed and delivered various training events, (Valuation, Classification, and Origin) in accordance with international best practice to Customs staff. Main tasks: Anti-Smuggling Customs Officer, dealing with the control of commercial freight, passenger and un-canalised traffic, entering and leaving the UK, whilst ensuring the facilitation of legitimate compliant trade. Working as part of a Flexible Anti-Smuggling Team, tasked with interception and examination of traffic entering and leaving the UK. Carried out control and examination of cargo within the Common Agricultural Policy regime, ensuring consignments were correctly declared and that subsequent reclaims of duties were accurate. Providing advice, mentoring and monitoring to the team in areas of Import Export procedure such as Customs valuation, Origin, Classification and Risk based control. Devised, prepared and delivered a number of training events including basic Anti-Smuggling core skills, Use of Notebooks and Team Leader training for mobile team leaders. As regional manager assisted counterparts with the setting up and organisation of a Mobile assurance Team (MAT) team based in the Bourgas region of Bulgaria. Responsible for the management of four Mobile Assurance Team staff.
