About Andy Brantley, Edd

Andy Brantley has served as president and chief executive officer of CUPA-HR since July 2005. With the leadership and guidance of high functioning boards and great national office colleagues, Andy has led the transformation of CUPA-HR. The association has grown from 1,500 member institutions to almost 2,000, and from 6,600 institutional reps to more than 35,000. A focus on strategic priorities and metrics to drive and evaluate leadership and service to higher education have also led to extraordinary work, impact, and financial stability.Andy and other CUPA-HR leaders have made creating and sustaining inclusive communities a cornerstone of their work, and CUPA-HR has strengthened its position as the source of higher education workforce research and the voice of higher education human resources professionals on Capitol Hill. In addition to guiding CUPA-HR’s growth, Andy and his colleagues have been catalysts for change in CUPA-HR’s governance structure and strategic priorities. Under his leadership, the number of chapters has increased from 23 to 41, and the association has developed guidelines and affiliation agreements to strengthen the tie between chapters and the national organization. The national board has changed from geographic appointments to competency-based appointments, and board committees have been restructured to align with the association’s strategic priorities. Andy received his Doctorate in Higher Education Management in December 2021. His dissertation was focused on the reasons that chief academic officers choose to stay in or leave their positions. Andy has written extensively regarding higher education workforce challenges and opportunities including a January 2022 article summarizing findings and recommendations from his dissertation, a March 2021 research report focused on how potential minimum wage changes will impact higher education, and a May 2021 paper focused on higher education workforce challenges and opportunities as we emerged from the pandemic. Andy is a frequent keynote and workshop speaker at meetings across the country.Andy currently serves as co-chair of the Washington Higher Education Secretariat steering committee and the Secretariat’s representative to the American Council on Education Board of Directors. He was also recently appointed to the EDUCAUSE board of directors. Before CUPA-HR, Andy served as the associate vp and chief human resources officer at the University of Georgia, director of human resources at Davidson College, and director of human resources at the University of North Carolina at Asheville.

    Served as chief human resources officer for this land and sea grant institution. Direct responsibility for management of HR staff of 54 and an annual fringe benefits budget of $83 million. Significant accomplishments included:• Served as advisor to President, Senior Vice Presidents, the Provost, Deans and leaders across the campus. Also, provided guidance and leadership to campus faculty and staff.• Led process to develop and implement a strategic plan for the Division of Finance and Administration (the first ever developed for this area at UGA).• At the request of the Provost, led faculty committee charged with evaluating gender pay equity of faculty.• Led search committees for chief information officer and chief facilities officer and served on task force that created the Office of Institutional Diversity.• Evaluated/reclassified over 7000 positions and developed more flexible compensation guidelines for staff and tenure-track positions. Presented final report to the Board of Regents.• Worked with colleagues from three other University System of Georgia institutions to develop and implement a new streamlined classification reporting structure for all University System employees that reduced reporting categories from 1,684 to 180.• Implemented significant organization and operational efficiencies in every area of HR. Assisted other areas of campus including facilities and IT with similar organizational assessments.• Renegotiated all benefits contracts and implemented new benefits options. Life insurance renegotiation resulted in better coverage, lower cost for employees and lower cost for the University (savings of over $40,000 per month).• As part of UGA’s International Service and Outreach program, taught a two-week course in China (one week in Beijing and one week in Xi’an). When the Xi’an cohort visited UGA, I hosted dinner in my home for the entire class of 35.
