As PHAMA Plus Phase 2 Technical Director, Andy is responsible for providing strategic and technical direction to the country teams within the PHAMA Plus executive leadership structure. Implemented by DT Global and Funded by Australia and New Zealand, PHAMA Plus programs an average of AUD$9m annually to support private and public sector partners to deliver inclusive interventions that increase farm household income, increase exports and are responsive to environment, climate and resilience factors. The program works across 10 Pacific countries (Cook Islands, Fiji, Kiribati, Papua New Guinea, Niue, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu). Phase II of PHAMA Plus runs from July 2022 to June 2026; with the goal to ‘contribute to inclusive economic growth and improved livelihoods for Pacific people’. Andy manages four key program functions including technical delivery, biosecurity and quality standards, monitoring and results measurement and the communications department.

As a Senior Adviser, Andy draws on his implementing background to provide technical advice to influence the Ministry’s strategy and programming through sector insights and developing policy advice. Inter and intra governmental engagement includes briefing and responding to ministers, contributing to high level government consultations and leading on new strategic approaches to the aid portfolio. Andy focuses on leading initiatives in the thematic areas of Agriculture and Market Development through project and programme design, contract management and evaluation. Andy is MFAT's Activity Manager for multiple programmes, including the Market Development Facility (MDF) and PHAMA Plus.

Vikāra supports the positive development of systems with direct impact on markets, livelihoods, health, education, women and girls, youth and the environment. SEED is World Vision International’s Global Centre of Excellence and includes six economic development consultants. Andy's portfolio was responsible for overall technical oversight in all Market Systems Develpment programs. The portfolio includes mixed methods programming towards building resilience through systems thinking and market actor engagement, integrated with traditional Value Chain and community development approaches. Programming focus areas include intentionality around Women’s Economic Empowerment (WEE), Financial Inclusion and Climate Smart agri-food systems. The programs under management, which span 15 countries and total over US$50m in budget allocation, are funded by a blend of competitive grants from bilateral and multilateral donors, private funding and partnerships in commercial development contracts.
