I am a barrister and in-house legal adviser, currently a Deputy Director leading the Commercial - Corporate Services and Estates - legal team at HM Revenue and Customs. Previously I managed the Rail Commercial Contracts and Procurement team at the Department for Transport. I have 20 years post-qualification experience. I have experience of advisory, drafting and advocacy (litigation and mediation) roles in the public sector and in private practice. My areas of particular expertise are public law, EU law including public procurement, commercial law, legislative drafting, litigation, human rights, employment and personal injury. I practised as a self-employed barrister for approximately 8 years until 2008 when I moved to the Government Legal Service. In 2004, when in private practice, I had been appointed to the Attorney General’s Panel of Counsel after a lengthy period advising on the civil litigation arising out of the Selby rail crash. I was subsequently instructed by a wide variety of Departments and, shortly before leaving the Bar to join the GLS, advised on the case of A & Others v UK (indefinite detention of foreign terrorist suspects without trial) in the European Court of Human Rights.
