The Executive Officer to the ED IT Division provides strategic coordination, advice and administrative support to facilitate the successful delivery of the Division’s functions and responsibilities. In an expansion of my previous role I was given responsibility for the day to day operations of our software development and solution architecture practice leads, ALM support, and Data Services team. A significant proportion of my time in this role involved providing backup for my manager, liaising with project and service lines in the branch with regard to resource contention for both people and technology, skills development, alignment of schedules and many other coordinating activities. A major achievement was the implementation of the resource War Room in which all managers would meet virtually once a fortnight to share plans and deconflict resource issues.

The expansion of my duties resulted in part from a need to improve ongoing and productive stakeholder communication with the new functional areas that I now needed to engage with, and a need to improve the delivery of outcomes to agreed deadlines.

In this temporary role I took on the management of our team of testers for a number of months. The quality assurance team was run as a resource pool of testers who were allocated on an as needs basis to test software. The role involved almost daily adjustment of allocation of staff to testing tasks, recruiting and onboarding of staff, and the handover of the role to a new manager recruited to fill the role permanently.

This role involved leading a small team of Systems Analysts. In taking on this role I was made responsible for establishing a framework to describe exactly what it is that a Systems Analyst does and how our services would engaged by others in the agency.Not being a Systems Analyst myself I used the analysis skills of my team to develop the framework, which proved valuable on a number of fronts. The two primary outcomes being that we were able to tap into the richness of their experiences, and the buy-in of the team to this new competency was extremely strong.Ultimately, we determined that a Systems Analyst in this agency was primarily responsible for delivering Systems Specifications, produced based on Business Requirements established by others, and to be delivered to Software Engineers for construction. Taking on the role of system specification also entailed the maintenance of master specifications, user guides & online Help,and support of software engineers and testers to the point of delivery of a solution. Later the team also took on other technical writing tasks as gaps in competency in the agency were identified.

I was initially engaged to develop and maintain the identity matching functions within the policing information sharing capabilities, primarily using SSA-NAME3.Having demonstrated by abilities I was transitioned into responsibility for the ongoing maintenance of all of the police information sharing z/OS COBOL CICS DB2 applications. Working closely with the Service Desk I was responsible for dealing with any problems that occurred in the provision and consumption of data by the 8 police jurisdictions who supply all of the content of our systems.Support of the z/OS systems included software maintenance and monitoring of system performance. In that time I detected a number of inefficiencies and implemented performance improvements that resulted in significant cost savings. I provided programmer and testing support for system and software upgrades. My role also included providing business analysis support to both internal and external stakeholders.

For about half of this period, as part of a small team, I undertook the maintenance of OS390 mainframe systems using Delta, COBOL, CICS, DB2.For the rest of the period I worked in a large project team to redevelop the mainframe systems onto an Oracle based platform in Capital software. Over the life of the project I undertook various roles, including senior programmer (while mentoring junior programmers), and business analyst (incorporating mentoring of inexperienced analysts). I also acted for a time as the liaison between the analyst and technical teams, in order to overcome some problems that had arisen due to the general inexperience of both teams.

This mostly involved providing printouts to students, monitoring the mainframe operations, and running backups to tape on the weekends. It also involved assisting students with system access and usage problems in the various mainframe, Windows, and Mac labs.

I provided Teller and Examiner services in two small country branches. In that time I easily picked up the necessary procedural skills, trained a number of other new recruits, completely revamped the filing systems of both branches, cataloguing and archiving a backlog of many years of records to storage, refreshed the customer records or every customer, converted all customer records to computer based, and provided general clerical services to the manager including typing and mail services as required. For the last two years of this period I was undertaking my Bachelors degree in ICT part-time without the support of my employer as it did on align with their study program in small country branches.This role provided valuable insight into financial systems, but importantly for my future career, insight into the reliance of customers on their ICT systems and human support of these.
