• Led team of 9 intelligence officers in the tactical, operational and strategic of analysis and monitoring of IUU fishing activity in the Pacific Ocean using multi-source intelligence. Coordinated and collaborated with 32 foreign partners, NGOs, federal and state partners in counter IUU fishing programs and operations. • U.S. lead representative to multilateral fisheries surveillance planning and operations. Deployed team members to 20+ multi-lateral IUU fishing patrols and operations throughout the Pacific Ocean.• Technical advisor for the product development of illegal fishing vessel activity API. Automated geospatial information systems (GIS) fishery prediction models for operational planning. • Coast Guard lead expert to the National Maritime Intelligence-Integration Office’s (NMIO) Fishing for Fishermen Machine Learning Data Challenge to detect anomalous fishing activity. • Authored widely distributed intelligence assessments for operational planning, and the domestic and international penalization and prosecution of IUU fishing vessels. • Developed curriculum and trained 300+ boarding officers in fisheries intelligence best practices.

• Managed 8-person GEOINT team. Leveraged commercial & U.S. government collection resources to analyze areas of interest in support of national security, port security, search and rescue, disaster relief, iceberg monitoring, fisheries enforcement and counter-drug operations. • Designed training curriculum for USCG maritime GEOINT analysts.

• Delivered daily executive briefings to Commandant of USCG, DHS, and other DOD commanders. Extensive cooperation with DOD & Intel Community partners to assess maritime domain awareness (MDA) and indications and warnings on world-wide maritime events.
