I am a senior manager at Agulhas and team leader for a range of research and evaluation projects in international development, including for the Independent Commission for Aid Impact (ICAI), UN Women, the African Development Bank, FCDO and the ILO. I have 20 years’ experience in designing and leading complex research and evaluations using a mix of methods. My expertise includes:- Refugee emergencies, forced and mixed migration, including relationships between migration, climate change & conflict - development challenges in fragile and conflict-affected situations- the evaluation of ODA-funded research programmes and the UK's ODA research landscape- gender-sensitive methodologies and inclusive evaluation designs- Quality assurance expert and editorial support for evaluation teams. Before moving into evaluation, I wrote the book ‘The Rise and Decline of a Global Security Actor: UNHCR, Refugee Protection and Security’ (Oxford University Press, 2014) and have published a range of articles in academic journals, as well as briefing notes, policy reports, op-eds (for Reuters) and book chapters, on humanitarianism, refugees, migration, development, conflict and security. I am a contributor to the Oxford Handbook on Refugee and Forced Migration Studies (OUP, 2014). Now based in London, I have lived and worked in the UK, India, South Africa, France, the US and Norway.

My research focuses on refugee crises, irregular migration, humanitarian emergencies and international development, including Europe's 'migration crisis'. I wrote the book ‘The Rise and Decline of a Global Security Actor: UNHCR, Refugee Protection and Security’ (Oxford University Press, 2014) and have published a range of articles in academic journals, as well as briefing notes, policy reports, op-eds (for Reuters) and book chapters, on humanitarianism, refugees, migration, development, conflict and security. I am a contributor to the Oxford Handbook on Refugee and Forced Migration Studies (OUP, 2014), and a frequent commentator/speaker on the migration and refugee challenges facing the world. I been based in Norway, the UK, South Africa, India and France, with a particular expertise on Africa (and Africa-EU relations) and South Asia. I did my DPhil at the Centre for International Studies and the Refugee Studies Centre at the University of Oxford, where my DPhil thesis received the 2003 BISA Thesis prize and the Oxford University Marchioness of Winchester Prize. I also have an MSc in International Relations (distinction) from the London School of Economics (MSc) and a BA from the University of Oslo. I have previously worked at the University of Kent in Canterbury, as Lecturer and ESRC Global Uncertainties Fellow; at Royal Holloway, University of London; and at the South African Institute of International Affairs, Johannesburg. I am a member of the Peer Review College of the Economic and Social Research Council (ESRC). My current research focuses on the international politics of refugee crises, most lately the European reaction to the mass influx of refugees in 2015/2016, the role of the UN Refugee Agency (UNHCR), and on the uncertain future of the refugee regime in a time of resurgent nationalism.

In the period 1996 to 1999, Anne worked as a journalist on the foreign news desk of the Norwegian newspaper Dagbladet, exchanging periods as a full-time journalist covering international news with periods pursuing full-time studies in politics and international relations in Norway (BA) and the UK (MSc and DPhil). She also freelanced for Dagbladet from South Africa in the period 2001-2002.
