1. Research, prepare and issue complex solicitation and contract documents in accordance with department policies, current federal and state laws, TriMet Contract Review Board Rules (TCRB), and Federal Transit Administration (FTA) contracting regulations. 2. Stay abreast of changes in federal and state laws affecting TriMet contracts and FTA requirements, rulings and interpretations. Update contracting procedures and manuals as directed. Develop contractual language and clauses necessary for non-routine procurement actions. Obtain concurrence of General Counsel's office where needed. 3. Provide assistance to agency project managers in developing statements of work, schedules, work orders, and other contract requirements. Conduct pre-bid and pre-proposal conferences and assist project managers in answering questions and clarifying requirements for potential bidders and proposers. 4. Assume lead role in evaluating bid and proposals with assistance from TriMet project managers. 5. Analyze cost proposals including the elements of cost, i.e. direct labor, overhead, and general and administrative rates. 6. In conjunction with project managers, develop pre-negotiation strategy, position and conduct negotiations with selected proposer. Make final determinations regarding responsiveness and responsibility of bidders/proposers and document appropriately. Prepare contract document and obtain required signatures. 7. Practice continuous improvement in cradle-to-grave contracting life cycle. Develop Life cycle cost or Total cost of Ownership and other general and special reports and tools for continuous improvements. 8. Assist in bid protest resolution in accordance with TriMet's bid protest procedures. 9. Terminate contracts when required, negotiate settlement with contractor based on termination type and contract terms, and prepare termination settlement and closing documents. 10. Provide training formal and informal to agency staff.
• Provide oversight and conduct compliance review on the most complex development of Countywide services and supplies contracts including formal (over $150k) solicitations that pertain to the implementation and execution of contracts/procurement policy decisions.• Maintain the Jaggaer Contracting Module. Provide creative analysis and problem solving expertise related to Multnomah County contracting needs in relation to Jaggaer functionality.• Advise and train on the compilation and presentation of written agreements, contracts and reports.• Advise and provide technical assistance to County staff regarding contracts policies, processes and procedures.• Serve as a key liaison coordinating the research and development of the division, partner agencies, stakeholders, committees, task force and other members ensuring countywide needs and contractual effectiveness.
Assist with providing leadership, expertise, and training to departments and employees performing procurement and contracting functions.Support departments in procuring products and services including health and human services, construction, materials, non-professional and professional services.Ensure County procurement and contracting adheres to regulatory guidelines, fair and transparent practice and best value standards while maintaining an uninterrupted flow of materials and services in support of the County's mission.Provide county wide customer support, direction, solicitation review and interpretation of County policies for Departments conducting intermediate procurements (generally $150,000 and under).Conduct formal County procurements (generally over $150,000), working in close partnership with Departmental purchasing and program staff.Consult with Department staff and management to identify optimal procurement strategies based on careful analysis of situational needs, data and interpretation of County's purchasing rules, procedures and policies.Participate in the review of all Multnomah County's Contracts for goods and services, checking for valid procurement authority as well as compliance with the County's complex purchasing rules, procedures and policies.Review and interpret current, new, proposed, or revised laws, regulations, policies, and procedures to determine their impact on assigned operating area, work functions, programs; coordinate and make adjustments to procurement and contract systems.Actively participate in collaborative work groups to develop policy, administrative procedures, instructions, forms, boilerplates and tools to assist Departmental staff with procurement and contracting activities in accordance with County policies and procedures.Maintain a broad working knowledge of public procurement rules, laws and best practices through internal and external continuing education and professional certification activities.
