Served as a Test Engineer with the US Army's Test & Evaluation Command performing the following functions: Plan, design, coordinate, execute, monitor, evaluate and report test and evaluation of variety of automotive and mobile equipment and general troop support equipment systems and subsystems, including self-propelled artillery, wheeled and tracked transport vehicles and construction & POL equipment. Tests are designed to assess performance and durability characteristics such as mobility, traction, acceleration, cooling, drawbar pull, fuel economy, slope performance and braking. Skills required for this position are: test concept, funding estimates, planning, design, coordinating and execution of combat vehicle tests of various military armored combat vehicles. The position requires close interface and coordination with program managers, and Integrated Production Team (IPT) members, developer and higher headquarters to establish the nature, scope and purpose of the tests. Vehicles, equipment and systems tested are complex in design and operational characteristics which often require application of novel and unique testing approaches. Extensive knowledge of combat vehicles, acquisition management systems and procedures for T&E are mandatory to execute critical vehicle testing required by the US Army. Routine responsibilities include: supervision of combat vehicle tests, providing daily test update reports to the IPT, compiling information gathered during testing and development of the final test report submission. Serve as a technical specialist in the automotive matters. These skills require review and verification of the adequacy of test implementation and plans prepared by other engineers to determine whether courses of action meet proposed technical objectives.

Kandahar, Afghanistan

Served as the Contracting Standards and Evaluation Officer for DCMA Southern Afghanistan. Responsible for the administration of ACC’s $1.3 billion LOGCAP contract, Task Order 0004 covering the Southern Afghanistan AOR, ensured all contractual processes and procedures aligned across the command and provided leadership in the application of contracting guidance to over 40 contracting professionals covering over 100,000 sq miles, supporting 130,000 USFOR-A and coalition personnel at 58 FOBs. Performed weekly training sessions for incoming Administrative Contracting Officers and Contract Administrators to ensure full mission specific knowledge on current contracting practices and changing contract policies. Facilitated, prepared and conducted Performance Evaluation Boards for DynCorp LOGCAP Task Order 0004, managing inputs from customers across Southern Afghanistan and influencing a $20M award fee pool. This required resolution of theater wide issues and the implementation of corrective actions and processes impacting the execution of DCMA’s mission in Afghanistan.

Baghdad, Iraq

Responsible for the planning, coordinating and execution of infrastructure rebuilding projects that required close coordination with Iraqi local nationals to plan and execute projects to restore and enhance essential services to a local population of about 250,000 people. This involved the use of contracting and engineering skills to develop courses of action and detailed requirements packages to support reconstruction operations. Acquisition methods were utilized to procure equipment, services and facilities to accomplish the commander’s intent. Responsible for writing the complete project packets and submitting through the unit’s chain of command, which were ultimately reviewed by legal personnel and approved by a warranted contracting officer. Operations involved close coordination with contractors, civic leaders, security forces and tribal leaders were integrated into working groups to focus rehabilitation projects to maximize the impact of the efforts during contingency operations in a combat environment. Personally submitted over 40 project packets totaling over $15 million and was able to complete over $2.3 million while still in theater.
