The World Bank: Designed and developed five training modules as part of a digital showcase for The World Bank for Procurement Officials with the Government of Myanmar. The project deliverables included the development of a framework for applying digital technologies in pandemic management and response, highlighting best-of-breed pandemic management and digital solutions based on the e-GP systems used by Governments of South Korea (KONEPS) and India (JePNIC). Government of Sierra LeoneDesigned, developed and presented a week-long training curriculum on international best practices for public procurement for the National Public Procurement Authority of the Government of Sierra Leone. Deliverables includes the development of course material, group exercises, and case studies highlighting international best practices.

Served as a Contracting/Agreement Officer ($100M warrant) supporting all infrastructure projects funded by USAID in Pakistan. Managed a $338M portfolio aimed at rebuilding communities ravaged by conflict, natural disasters, limited civil society engagement as well as boosting the local government's ability to delivery reliable municipal services to its citizens. Reassigned additional responsibilities to include reducing violent extremism along the conflict borders areas between Pakistan and Afghanistan. In addition, developed acquisition policies that addressed weaknesses within financial assessments made to recipients receiving USG funding. Directly, supervised a staff of five cooperating country nationals.

U.S. Embassy In Addis Ababa, Ethiopia

Served as a the Procurement, Office Director at USAID/Ethiopia responsible for managing all acquisition and assistance activities supporting a $1.6B portfolio in active awards. Supported five Presidential Initiatives to include: Feed the Future, Global Climate Change, Power Africa, President's Emergency Plan for AIDS Relief and Malaria Initiative. Authored several Mission Orders and Acquisition Advisories which systemized the steps required for processing procurement actions. Personally, awarded over $182M in contracts, grants and cooperative agreements for building resiliency among vulnerable populations, expanded health services and improved literacy amongst school aged children in Ethiopia. Spearheaded the recovery of over $6M in unused funds remaining on closed out awards. Supervised a staff of eleven that included cooperating country nationals and personal service contractors.

Served as a Contracting/Agreement Officer ($50M) in USAID/Afghanistan's Office of Acquisition and Assistance. Responsible for managing a portfolio valued at $600M that included all roads and vertical structure construction projects being implemented in Afghanistan. In addition, managed the organization's $96M quality assurance and $64M technical services contracts. Personally, awarded over $28M in contracts, grants and cooperative agreements focused on promoting the development of a sustainable Afghanistan. Broaden, Agency partner based by awarding a $500M Task Order to a U.S. Women-Owned Business. Lastly, resolved fourteen delinquent infrastructure claims which saved the USG over $71M.

Served a Contracting/Agreement Officer ($10M warrant) supporting the construction of permanent houses for displaced residents following the humanitarian crisis created following the earthquake in 2010. Awarded two small business 8(a) set-aside contracts valued at $7M for site preparation and environmental assessments at selected settlement areas. In addition, prepared solicitations aimed at attracting vendors with unique design-build solutions that incorporated green technology.
