Manage the day to day Security, Life Safety, and Emergency Management functions of a Community Hospital.

Municipal Police Department serving population of 4,600 residents and spanning geographical area of 28 sq. miles. Responsible for overall supervision, strategic planning, budgeting, implementation of policies and procedures, and management of day-to-day operations of Police Department. Additional responsibilities included overview of Office of Emergency Management, Municipal 911 Coordinator, Municipal Counter Terrorism Coordinator, Emergency Services Communications Coordinator, and creation and enforcement of Municipal ordinances. • Restructured failing Municipal Police Department and provided guidance, leadership and management which resulted in department becoming functional, effective and efficient entity for Community. • Provided adequate scheduling and staffing levels which enabled Police Department to provided service to Community on a 24/7 basis, which had never before been accomplished.

Assigned responsibility of instructing multiple Law Enforcement topics in both Recruit Training and Continuing Education areas of the Academy Curriculum. Instructed over 1,000 Law Enforcement personnel in subject matters ranging from Community Policing to Officer Survival techniques. • Presented with Somerset County Police Academy Prosecutor’s Achievement Award for outstanding achievement and dedication in the area of Law Enforcement Training in 2002.• Selected by Academy Staff to become North Jersey Regional Community Policing Institute Instructor, providing the opportunity to mentor other Law Enforcement Officers with techniques and benefits of participating in Community Policing Effort.

Responsibilities included development and implementation of policies and procedures for Communications Bureau, direct supervision and training of Communications Bureau personnel, supervision and training of the school Crossing Guard Bureau, management of Department’s Information Technology systems, Terminal Agency Coordinator, (CJIS), Management of Vehicle and Equipment Maintenance programs, administration of Municipal Towing services and ordinances, overseeing firearms application process, Support Services Division budget preparation and administration, supervision of the department’s Performance Evaluation Program, Departmental Terrorism Task Force Representative, Municipal Counter Terrorism Coordinator, and Deputy Emergency Management Coordinator. •Directed upgrading of Emergency Operating Plan, and facilitated creation of Terrorism Annex. Consolidated operations of Town’s Emergency Management Office by closing satellite office, resulting in reduced operating expenses. •Redesigned Training and Procedure manual for Communications Bureau providing opportunity to effectively lead and mentor Communications Operators, and to provide thorough and accurate training process. •Developed and launched new Firearms Training Program and implemented use of tactical type training methods, which resulted in increased employee motivation to participate and improved overall proficiency.•Led committee of Public Safety representatives, political advisors and community leaders in effort to resolve long lasting communications difficulties encountered by Fire Service Community throughout County, which resulted in implementation of improved radio technology that resolved the issue.
