-Lead the nation with one of the highest usage rates of Federal Tuition Assistance per military member. -Provided federal tuition assistance support for over 3,500 service members.-Counseled service members on the best use of over $2 million in tuition assistance funding.

-Awarded the 2012 Community Partners, Public Policy and Legislation Award from the Idaho Counseling Association for my efforts in bringing behavioral health support to returning service members and their families. -Directed all National Guard family programs, youth programs, resiliency and reintegration events for over 3,500 personnel. Supervised a directorate of 34 military, civilian, volunteer, and contractor personnel.-Coordinated and acted as Master of Ceremonies for six Yellow Ribbon reintegration events for 3,170 redeployed servicemen families throughout the state, speaking before crowds of over 800 participants. -Organized a youth camp for over 100 children of recently deployed soldiers. Incorporated coping skills and resiliency training into the program. -Chaired the Inter-Service Family Assistance Committee (ISFAC) which enables us increase social capital and agency participation for soldier support.

-Continual process improvement in productivity increased the state’s standing from 43rd to 1st in the nation based upon numerous personnel metrics. Accomplished this feat by establishing clear goals, standards and workflow for our HR personnel during a rapidly changing environment caused by major deployments. -Guided the Human Resource Office during a period when we hired over 220 civilian employees out of a total force of 686. Monitored and ensured that all personnel were trained to standard.-In 18 month period, coordinated 29 Yellow Ribbon events for over 5,000 deploying service members and their families, and created programs that minimized deployment and redeployment issues.-Built community partnerships by forming and leading the Inter-Service Family Assistance Committee (ISFAC) which enables us to coordinate with numerous government and private agencies to bring multiple facets into service member and family support. -Championed new ideas and approaches that made our Family Support program a showcase for the National Guard. Our directorate, consisting of licensed clinical counselors, professional financial counselors, event planners, youth specialist and veterans' liaison, regularly coordinate assets to resolve various issues early before they became crisis.-Oversee the Sexual Assault and Response Team and the Equal Opportunity and Equal Employment Opportunity Office. Planned and coordinated training and informational events in an effort to minimize work place issues.

Kirkuk, Iraq

-Assisted local Iraqi officials in establishing functioning provincial (state-level) legislative and executive branches to provide vital functions, basic services and security to their constituents.-Resolved numerous critical issues on a daily basis in an ethnically volatile area. Daily interfaced with local officials, citizens, tribal leaders, and the U.S. State Department to de-escalate ethnic tensions. -Negotiated a major agreement among these groups to propose and pass legislation to improve a major water infrastructure project in the province, literally benefiting over 500,000 people.-Coordinated to physically bring $25 million into Kirkuk to fund the project.-Provided input to the senior U.S. State Department and Multi-National Force-Iraq officials on the political risks and opportunities in Kirkuk.-Kept over 53 soldiers under my direction alive and returned home without incident.

-Developed and synchronized an array of agreements and programs with high-level managers at both state and federal agencies to provide effective response during emergency operations.-Managed the activation of military members for multiple state and national emergencies to include airport security after 9/11, 2002 Winter Olympic support, and support to floods, fires and other events. -Coordinated logistics support for over 35 governors, staffs and 1200 guests with a budget of over $4M for the National Governors Association Conference. Recognized personally by Governor Kempthorne for a flawless performance.
