Responsible for migration of on-premise Ellucian Colleague ERP to Software-as-a-Service (SaaS). Led the college to Change Management and Data Governance processes/policies. Acquired Dell Apex hybrid server/Cloud As-a-Service infrastructure replacing legacy HP Blade Server. Saved ~$400,000 in contract renewals/licenses.

Evaluated client budget, expenditures and contracts data for analysis of prioritized and targeted technology savings of $100 million.

Chief Information Officer Maryland State Dept. of EducationProvided leadership and expertise to the executive team, the 24 school district CIOs, and staff on educational technology policy issues including; broadband fiber penetration, sponsored development of the state Instructional Technology Plan. Responsible for state and federal technology related programs/systems that advanced the mission and goals of the Department of Education in all 24 K-12 districts, Disability, Library for the Blind, Childcare, Special Education Services and deployed 300 iPads in Juvenile Services.Major Accomplishments: Worked with the Governor's Office obtained state certification from the FCC E-rate "Additional Discount to Match State Funding for Special Construction” Program for an additional 10% in federal funds. Saved close to $700K in a year and a half. Supported the smooth transition of 19 MSDE staff to centralized IT. Role 2: VP/Chief Information Officer Baltimore City Community College (BCCC)Managed the college’s administrative systems including end-of-life legacy homegrown & 3rd party ERP, academic computing, network infrastructure, data communications, email systems and multimedia in 140+ classrooms. Managed 45 employees across 7 campus locations, encompassing 2000+ PC & email clients. Established ERP PMO & Training Center. Major accomplishments: Obtained state approval for $19M. Transformed IT Services at BCCC into a modern customer focused organization with 16 new position descriptions & 8 SOWs. Implemented security measures and mitigated major security/data breaches. Revamped and optimized 2 datacenters including 80% virtualization and implemented new SANs. Cut IT budget 20% ($1 million) while expanding services, hours of operation. Provided an increase in Internet bandwidth at little incremental cost, established new Helpdesk.

Plan, design and maintain an Illinois community college version of the Department of Energy National Training and Education Resource (NTER) course management system via the IGEN Learning Management System platform. Responsible for monitoring the IGEN LMS development and its interface to all community college partners. The NTER system is an open source, Course Management System (CMS) which includes a sophisticated Learning Management System (LMS) and provides a variety of course authoring tools to instructors.Will also design and maintain network systems to enable student performance tracking and electronic communication mechanisms to assist participants with completing their programs.

Served as the Chief Information Officer responsible for management of administrative systems (Datatel Colleague, R25, ImageNow, Angel LMS), academic computing, email services, network infrastructure, web development, data communications, and multimedia. Managed 30 FT & 7 PT employees across 7 campus locations, encompassing 2,000+ PC clients.In major decisions changed long-time embedded base of legacy equipment including switching infrastructure, network & datacenter optimization including virtualization. Changed PC/laptop vendors and added MACs to standards. Redesigned/rolled out new public website, intranet and CMS. Implemented Perceptive Software’s ImageNow in 5 departments.

Standardization of processes, methodologies, and development of short and long term strategies.P&L responsibility for all technology assets, new technology related research including VOIP and Multi-media classroom instructional technologies. New Internet & Intranet sites revamped and rolled out. Wireless access implemented in award winning new Library. Established Multi-Media Services area, managed and assessed vendors. Provided support to the Faculty and Staff on teaching and learning technologies. Supervised and managed diverse team of 15 staff.

Responsible for assembling team to develop software application & tools in Tellab’s Services Marketing. Drove software development of tools and services enabling increasing revenue (estimated pull through up to $100M/year of hardware purchases). Contracted and managed external resources to develop custom software for client’s order processing and inventory operational support systems (OSS).
