Review related legislation and policies administered by the agency, under the Ryan White HIV/AIDS Program Authority, to conduct research, analyze issues and problems, and develop responses to inquiries, interpretations, and opinions, to represent the office in conferences, meetings, work groups, and hearings.Develop and maintain effective working relationships, and promotes communication and cooperation with State and local elected officials, key stakeholder organizations and constituent groups. Identifies opportunities to develop new or improve existing relationships and develops recommendations for appropriate actions. Identifies problems or barriers and recommends solutions.Determine sources of information, performs necessary research and coordination and evaluates effectiveness of programs. Formulates recommendations to improve the program or resolve the issue and recommends areas for further study. Prepares synopses of findings, and briefs members of the Senior Leadership team. Serve as Contracting Officers Representative (COR) on contracts and/or cooperative agreements, providing oversight of contracts and/or cooperative agreements, which support the Ryan White HIV/AIDS Program (RWHAP). Represent the agency at local and national conferences, as well as committee's and workgroups, providing leadership with updates of developments and representational activities.

Provide advice on a broad range of public health programs and organizational initiatives to the Associate Administrator and Deputy Associate Administrator and other bureau leadership, which include supporting the strategic direction for the bureau.Contribute to the development and evaluation of agency-wide and departmental-wide policies that will impact BPHC’s programs.Organize and deliver briefings to present findings, solutions, and recommendations to managers, and prepares option papers and similar staff reports.Assess needs of BPHC programs, recognize areas of improvement in program management, and propose solutions to BPHC leadership and managers; lead and/or assist in implementation of solutions.

Provides analysis to support the development and implementation of policies to resolve complex issues concerning the Bureau of Primary Health Care (BPHC) programs.Develops and interprets policies to ensure consistent and effective implementation of BPHC programs.Conducts reviews, analyses, and evaluations of programs/policies; develops clear, timely reports based on that analysis.Inform Division Director/senior leadership of status of policy analysis/development including emerging issues which may impact the Federal Tort Claims Act (FTCA) and/or BPHC quality initiatives.Exercises discretion and appropriate treatment of sensitive issues in managing and ensuring information privacy and security of policy and programmatic issues.Establishes and maintains an integrated system of information gathering and reporting devices and analyzes the data and assesses the program needs in terms of strategies, services, and resources.Provides substantive program consultation, guidance, and assistance and is responsible for carrying out and promoting significant public health program activities in Federal, local, state, and international settings with relative independence.Advises officials on all aspects of program operations including budget and fiscal matters and legislation and policy.

Provided direct oversight of the FTCA Free Clinic program offering TA and other resources to assure that program requirements are met.Developed external technical assistance and/or training materials for FTCA Free Clinic program.Participated in efforts to develop action plans for each identified performance improvement measure/area, identifying the key contributing and restricting factors impacting performance.Assisted in the development of FTCA and QI/RM training materials by participating on teams and collaborating with management and project officers. Developed and implemented strategy aimed to continuously improve program operations and outcomes based on feedback from the employee/grantee survey. Share lessons learned with internal staff, grantees and other stakeholders.Participated in BPHC, HRSA wide trainings, task forces and working sessions to support goals and elements; Facilitate dissemination of resources for Free Clinic program that use community partnerships to improve public health efforts.
