As LED's Statewide Program Manager my role is to continue to drive the initiative to improve the efficiency and effectiveness of the agency's public-facing and internal, web-based applications, such as FastLane, SmallBiz, Veterans First, FastStart, and Salesforce. It is also to determine the effectiveness of key processes across LED's organizational verticals, derive recommendations to improve or resolve substantive problems that affect agency services, and ensure resolutions are implemented successfully.I also serve as a mentor to incoming IT professionals to guide them in cultivating the skills and expertise needed to learn, grow, succeed, and excel within their role at LED and all future career endeavors.

• Provide a strategic level of management consulting to associated agencies in the following IT areas: program analysis, planning, quality assurance, technical resources, project management, procurement, disaster recovery management, and security• Work closely with third-party vendors and executive management to ensure the consistent delivery of IT services supporting law enforcement and criminal history activities• Provide management oversight, technical expertise, and align service delivery with client expectations for all deployments, enhancements, expansions or design modifications of third-party Law Enforcement I Criminal History information technology services• Develop requests for proposals certifying strategic alignment with the programmatic needs of Law Enforcement I Criminal History activities and the OTS mission, in the evaluation of bids and in the development, execution and monitoring of new contracts• Assist in the development of financial projections for Law Enforcement I Criminal History services by evaluating hardware, software, staffing and licensing costs. • Function as the lead liaison between the client, technical support, and on-going support teams to understand the client’s business needs and translate those needs into written business requirements, specifications, and systematic diagrams• Manage the development and deployment of customized HRMS/Compensation tools, which includes developing and maintaining project plans, defining requirements, completing cost estimates, impact analysis, development, testing, deployment, and post implementation operations and technical support• Manage onshore and offshore analysts in the development of Standard Operating Procedures, issue resolution, System Integrated Testing, User Acceptance Testing, and Regression Testing• Present process improvement ideas to the client which includes customization requests, system enhancements/functionality changes, and periodic reports to monitor trends• Annually process over $473M in annual and premium bonuses and over $89M in merit, promotions, equity, and lump sum compensation awards for multiple Fortune 500 companies

• Manage onshore and offshore analysts in the development of Standard Operating Procedures, issue resolution, System Integrated Testing, User Acceptance Testing, and Regression Testing of HRMS/Compensation and Learning tools• Present process improvement ideas to the client which includes customization requests, system enhancements/functionality changes, and periodic reports to monitor trends• Support client Leads, COEs & HR Generalists in daily HRMS/Compensation and Learning tool usage and issue resolution

• Work directly with Project teams to understand the client’s business needs and translate those needs into written requirements, specifications, and systematic diagrams• Assist with analysis on new HRMS/Compensation system enhancements and provide insight on the effects to the current system• Configure client database with system enhancements or upgrades as needed• Coordinate all project testing tasks to ensure maximum efficiency and functionality of the system and minimize conflict during concurrent testing elements within the project• Mentor onboarding Setup Configuration Analysts by delegating configuration and testing tasks and giving direction on methods used to complete those tasks• Construct database queries to identify data or test populations as needed by the client and/or internally
