The Massachusetts Health Policy Commission (HPC) is an independent state agency established to implement key provisions of the Commonwealth's landmark cost containment law (Chapter 224). The HCII Program will make up to $9 million available to eligible Massachusetts Payers and Providers in successive investment rounds to scale new payment and service delivery models that improve quality while lowering costs.Reporting to the Program Manager for Care Delivery Innovation and Investment, I supported strategy design and operational development of the competitive procurement process for the HCII Program. Working with technical advisers to provide both ad hoc and longitudinal support for developing RFP content, I performed research, analysis, and generated recommendations to the Agency based on the cost-savings potential of innovative payment and care delivery models. My work culminated in developing a database and an accompanying taxonomy and user guide to systematically record state-of-the-art models of innovation, distilling their active ingredients and other critical elements driving their success as vehicles for cost savings ripe for promotion by the Commission.
