Registered with the Department of State on official detail as Deputy Chief of Mission (DCM) for the U.S. Embassy in Harare, Zimbabwe. Provided oversight to the Political, Economic, Public Affairs, Regional Security Office (RSO), Consular Affairs, and agency section chiefs (CDC, DoD, USAID, etc.,). Provided mentoring and direction to Acting USAID Mission Directors and Acting Deputy Mission Directors on a rotating basis. Second-in-command to the Chargé d'Affaires (CDA). Advanced broader U.S. foreign policy goals through a commitment and drive to ensure that programs benefit the most vulnerable, the at-risk, and the under-represented.

Led team that provided legal, program, environmental, financial management, procurement, economic analysis, and executive office services to USAID/Jamaica, and USAID/Barbados, and fiscal services and legal support to USAID/Haiti. Responsible for overall bilateral development assistance for the Dominican Republic. Responsible for advancing several important U.S. Presidential Initiatives: the Caribbean Basin Security Initiative (CBSI), the President's Emergency Plan for AIDS Relief (PEPFAR), and the Global Climate Change (GCC) Initiative with a focus on improving citizens’ security. Collaborated with the Organization of Eastern Caribbean States (OECS) on the regional Caribbean Marine Biodiversity Program; Reaffirmed the U.S. Government’s commitment to the CARICOM Secretariat as a lead USG representative at the 9th Technical Working Group (TWG) of the Caribbean Basin Security Initiative (CBSI) program on Crime Prevention by focusing on At-Risk Youth and Vulnerable Populations. Advanced Integrated Crime and Violence Prevention Programming by promoting citizen security through several integrated crime reduction activities.

Managed, led, and supervised the section chiefs for the Political, Economic, Public Affairs, RSO, and Management units of the Embassy. Provided additional oversight to various other federal chiefs such as (FBI, FCS, FAS, CDC, ICE, DEA, INL, USCIS, CBP, DHS-I, DoD, and Marshall Service). Served as Key advisor to the Ambassador, and the Chargé d'Affaires. Managed bilateral relations with host government.

In charge of international donor engagement and coordinating relations with the Afghan National Unity Government’s foreign-aid management unit. Senior USG representative to the United Nations Assistance Mission in Afghanistan (UNAMA) ‘Heads of Agency’ forum. Chaired the “On-Budget” Steering Committee for the USG’s $425 million contribution to the World Banks's multi-donor Afghan Reconstruction Trust Fund (ARTF), and guided the Mission's on-budget programming and management of a $3.2 billion dollar pipeline.

Under the Central American Regional Security Initiative (CARSI), provided educational opportunities for at-risk youth to acquire vocational and life skills training to advance in society. Led execution of USAID programs (family planning, HIV/AIDS, good governance, education, etc.); Senior advisor to U.S. Ambassador in Managua on all matters pertaining to the U.S. bilateral assistance and humanitarian and disaster relief programs. Directed and advanced the broader U.S. foreign policy development goals through managing resources to ensure that programs benefited at-risk, historically marginalized, disabled, and under-represented populations.
