Independent Requirements and Architecture Analyst for TMPC.

Principal Systems Engineer for the Topographic Feature Data Management (TFDM) and the Allied Federated Access (AFA) programs. Performing process and product development for DoD Architecture Framework (DoDAF) products, requirements management support, system specification development, service specification development, interface requirements definition and Request for Change (RFC) development for the National Geospatial-Intelligence Agency.

Marine System Operation/Advanced Systems Division (Sep 09-Oct 11). Project Lead and Cost Account Manager (CAM) for a program of national importance managing engineers, technicians and staff. Responsibilities include initiating and directing coordination with customer, Identification and of technical risks and developing mitigation strategies, identification of dependencies with other programs and systems. Led evaluations of technologies that supported system design to reduce risk, schedule and costs. Developed validation plans for system elements and requirements.

Naval Strike & Intelligence Division. Chief System Architect for the Tomahawk Command and Control System (TC2S), Cruise Missiles Command and Control Program (NAVAIR/PMA-281). Responsibilities include developing the DoD Architecture Framework (DoDAF) Information Support Plan (ISP) for the Tomahawk Weapons System architecture and performing TC2S requirements management. Provide technical guidance to the systems engineering staff for the development of system upgrades for the next release of the TC2S system. Perform top level hardware design and system integration activities and develop procurement plans for current installation activities of the TC2S system. Manage development of updates for the SAIC system engineering process and procedures to improve system engineering activities in support of the TC2S program. Senior Systems Engineer for the Advanced Integrated Electronic Warfare System, Control and Processing Segment of the AIEWS/SLY-2 program. Supported the Navy Program Office (PEO-TAD-D2) with EW domain expertise to analyze and refine Navy requirements for the AIEWS system. Developed and presented concept of operations and preliminary designs for various components including: Classification, Track Management, Track Correlation, Operator Training, and Mission Planning. Developed the Control and Processing system segment specification. Performed system functional analysis and requirements decomposition and developed the build functionality integration plan. As lead system test engineer, headed the test process development, developed the system test plan and test description development. The system test process used advanced concepts in software reliability engineering to reduce total test time and improve system quality and coverage.

Technical Advisor to the Navy Program Office (PEO-TAD-D2). Provided programmatic and technical evaluation of contractor proposals. Provided oversight for contractor system design and software development efforts. Member of the government engineering process audit team and the test and evaluation team for the AN/SLQ-32 Phase E, Phase B, V(4), R16 and R17 improvement programs. Developed independent system performance analysis software tools for near real-time data analysis and provided at-sea TECHEVAL contractor oversight support for the program.Performed independent research and analysis for long-range improvements to the AN/SLQ-32 and associated equipment. Areas of research and analysis included the use of various artificial intelligence techniques for adaptive signal processing, improvements to essential algorithms and analysis of potential system architecture, computer and computer interface upgrades. Developed a sub-harmonic PRI algorithm, automated test analysis tools and a SLQ-32 ECM validation model. The model uncovered several flaws in the existing SLQ-32 ECM software resource management function that were resolved in the subsequent program upgrade.Developed software enhancements for the TRS ASARS-2 Data Manipulation System, TADMS. Integrated the TADMS system with the TRAC (Tactical Radar Correlator) system providing faster and more efficient near real-time exploitation capabilities. Installed a new TADMS equipment suite, enhanced the TADMS system, and performed hardware maintenance in Riyadh, Saudi Arabia, during Desert Storm and Desert Shield.

Provided on-site technical and program support to the Naval Surface Weapons Center (NSWCDD/Dept F-23 & F-24), Dahlgren, Virginia. Program Manager for the EWCS (Electronic Warfare Control System) responsible for marketing and management of the EWCS program. Developed the System Specification and the Program Performance Specification for the Wrap Around Simulator Program (WASP) for the EWCS program.Integration Lead for the SLQ 32 Electronic Warfare System. Provided hardware and software support to the systems integration lab and aboard the initial TECHEVAL platform. Software developer for the Electronic Countermeasures (ECM) capability and the real-time debug capability.
