I served from 2013-2020 as the agency's legislative coordinator for the agency. Additionally, I serve on the state's Joint Information Center (JIC) Oregon Public Information Collective (OR EPIC) with the Office of Emergency Management, regularly participates as a media contact in Cascadia Subduction Zone earthquake and tsunami drills and assists when a JIC is activated for any statewide natural disasters. I have been serving in the role of Chair for the E-Governance Board since 2021, and been a participating, voting member since 2011. My primary responsibilities include writing press releases, maintaining and creating content for the agency's website and digital print publications (or other creative collateral for targeted audiences), outreach to the general public and agency partners about recreational boating safety, agency programs, policies, and the agency's statutory authority. Our agency's programs also champion stewardship of the waterways to protect water quality, navigability, and clean boating practices. The Marine Board is the only agency of its kind in the Nation, serving the needs of all recreational boaters in Oregon. The agency is funded through motorboat registrations and titles, waterway access permits and federal grants. The agency also receives a portion of the gasoline tax every four years. Nearly 87% of the revenue generated by user fees goes back to boaters through services for boat ramps, parking, floating and land-based restrooms, boarding docks, law enforcement, environmental programs and boating education programs and grants. As the Mandatory Education Coordinator, I implemented the Mandatory Boating Education requirement for boaters who operate boats over 10 horsepower. In 2003, all motorized boaters with motors over 10 horsepower were required to take a boating safety education course and apply for their boater education card through the Marine Board. I certified approved Internet and classroom course options, promoted the program, and developed equivalency exams and testing protocols. Additionally, I developed a volunteer instructor program to expand statewide classroom options. As the mandatory education coordinator, I also administered the award-winning Jr. Boater Program, which is an adaptable, hands-on boating safety curriculum for K-12, including print materials, to accomodate different learning styles. Began career with State Police in the Evidence Technician Program, Salem Identification Bureau. In 2000 was promoted to Forensice Scientist assigned to the Implied Consent Laboratory as a blood/breath alcohol analyst. Certified and maintained intoxilyzers in Oregon as well as testified as an expert witness in DUII and BUII (Boating Under the Influence) trials.
