Led team responsible for policy-related aspects of major project setting up the administration of the new Domestic Renewable Heat Incentive Scheme. Worked collaboratively with DECC to develop practical policy and draft regulations for Domestic RHI scheme, learning lessons from earlier non-domestic scheme. Pioneered new ways of working, including early consideration of implementation issues in policy design; use of Agile IT to mitigate uncertain requirements; customer-friendly guidance; use of social media as customer tool; proactive engagement with supply chain. Scheme is now seen as a model within the organisation.Recruited and then led Ofgem’s first dedicated Continuous Improvement team. Team had wide range of responsibilities: interpretation of policy and legislation, public guidance materials, communications and stakeholder management, business process improvement, IT changes. Team identified and delivered range of projects to continually improve the scheme – in relation to customer experience, scheme compliance and administrative efficiency.
