● Program Manager overseeing multiple subcontracts within VTG’s Defense Engineering & Sustainment Business Unit. ● Supports business unit Senior Vice President on SeaPort and DTIC capture and proposal management for prime contract opportunities. Provides technical and administrative support to develop and maintain capture briefs, staffing plans, technical volumes, past performances, management plans, and white papers. ● Serves as the technical POC for proposals in support of teammates where we are a subcontractor. ● Program Manager for a support contract for the Program Executive Office (PEO) Ships Government Equipment Management (GEM). Manages the taskings and performance of 46 employees across five companies. Oversees all aspects of contract execution. ● Manages team workload, tasking, and directed projects. Assigns tasks and training and ensures quality of products prior to delivery.● Supports Ships GEM leadership by managing the contractor side of internal projects, including the development of proprietary executive-level risk and acquisition management products.● Helped develop a contract wide Work Breakdown Structure to document government and contractor projected hours to analyze current workload activities and how each fits within the organization’s strategic goals. Worked with Government Leadership to provide clarity of scope within the team and its activities and develop a plan to redistribute the workload within the team.● Works with Business Development team for management and technical volumes for Navy professional services contracts. ● Oversaw assigned tasks and coordinated between five Team Leads and four Acquisition Platform Coordinators (APCs) to ensure all tasks are completed and risks are being managed. ● Provided project management in Navy acquisition with the Combat Systems Government Furnished Equipment (GFE) Manager. Specifically, GFE management support for PEO IWS, HM&E, NAVAIR, and C4I systems on DDG 51, CG Modernization, DDG Modernization, LPD 17, LHA(R), and T-AO ship classes. ● Worked with the DELTA Ships GEM Contract Program Manager to create a Health Risk Assessment Database in the Acquisition Management Information System (AMIS) SharePoint databases in iNAVSEA that provides a risk data quality assessment for cost, schedule, technical, and programmatic risk categories. Performed qualitative risk analysis to gauge risk probability and form possible mitigation plans to present to government customer. ● Ensured Quality Control is being maintained by conducting regular QA reviews of the AMIS database Point of Contact (POC) Database, Contract Status Report (CSR) Database, Acquisition Quad Charts, Health Risk Assessment Database, and Sked A Database for all ship classes and systems. Used by the GFE analysts and Ships GEM Government customer.

● Managed a support subcontract within PEO Ships. Oversaw administrative activities for employees including timesheets, vacation requests, company policies and procedures, and maintaining employee recognition records. ● Evaluated employee performance and development by maintaining employee career development plan and identifying training needs. ● Worked with prime contractor to evaluate customer needs and how DELTA could best support them.

● Provided project management as the task lead in support of Ships AM by coordinating team activities and setting task priorities assigned by the customer for IWS and HM&E systems. ● Performed as the IWS Participating Acquisition Resource Manager (PARM) Review Lead for the combined PEO Ships AM, PMS 377, and PMS 317 review; maintaining PARM Review schedule, overseeing planning activities, organization, creation, and accuracy of presentations, executive summaries, action items and meeting minutes for distribution to PEO Ships AM, PMS 377, and PMS 317. ● Developed and executed new team processes with Team Leads and Acquisition Platform Coordinators (APCs) to stand up new labor contract; Standard Operating Procedures (SOPs), workflows, lessons learned, and a Meeting Minute Style Guide for all future PARM Reviews and major Navy Meetings. ● Worked with the Shipyard Liaison Team to review Schedule A Ship Project Directives (SPD) for AM44 IWS and HM&E systems and created a Schedule C GFI tracker with each SPD to match Sked A and Sked C lines for all GFE going to each DDG 51 ship. ● Assisted in Information Assurance (IA) status tracking and system transition to the Risk Management Framework (RMF) within AMIS for IWS and HM&E systems on all ship classes

● Provided program management and acquisition support in risk analysis for IWS Combat Systems to PEO Ships AM. Analyzed PARM cost, schedule, production management, configuration management, and programmatic performance to determine the ability of the PARM to meet schedule at cost and give visibility into risk assessment to provide mitigation. This also involved proactive IWS PARM coordination to identify and resolve issues prior to contract awards and deliveries for upper management government personnel for DDG 51 and CG/DDG Modernization.● Tracked the status of all GFE procurements throughout the acquisition process; communicated with the PARMs on a regular basis to maintain synchronization of Best Estimated Delivery Dates (BEDDs) for assigned GFE.● Initiated GFE industrial base analyses to determine GFE cost and schedule impacts associated with program or policy changes directed by NAVSEA.● Analyzes PARM cost, schedule, production management and programmatic performance quarterly and conducted risk assessments.● Worked with the Shipyard Liaison team to ensure DDG 51 Schedule E Installation and Check Out (INCO) equipment as required by shipyards and that INCOs will be delivered on time to support production. Coordinated with the IWS PARMs to ensure all INCOs are under contract.

● Provided acquisition support and logistics support for the Defense Information Systems Agency (DISA) NetOps Division (PEO-MA/IA2). All support ensured IA2’s mission to provide next generation Net Centric NetOps & Cyber Defense Capabilities for the Combatant Commanders, Joint/Combined task forces, Services and Agencies to enable effective decision-making and mission assurance. Provided active program management during all development, acquisition, integration, and operational transition phases.● Provided full regulation documentation to the Defense Information Technology Contracting Organization (DITCO) in support of a $50M+ acquisition budget. Documentation included acquisition plans, market research documentation, Independent Government Cost Estimates (IGCEs), performance work statements, and performance measures● Conduct market research for new and recurring procurements; gather data from marketplace using General Services Administration (GSA) Schedules, National Aeronautics and Space Administration Solutions for Enterprise Wide Procurement (NASA SEWP) contract vehicle and in house database of previous procurement activity to determine best acquisition strategies. This includes researching previous contract awards for each product to determine who has been utilized in the past and vendors likely to meet customer needs. ● Provide knowledge management support to the IA2 Division through management of the Defense Knowledge Online (DKO) repository and Intelink; design output for the website, upload data and other links.
