Responsible for managing the procurement, following up the materials procurement schedule, materials list, ensure to start immediately with all long lead items, solicitation of bidders, send RFQ, collect the quotations and ensure that submitted quotations are complying to project specification requirements, prepare template & revision of BTF(bid tabulation form) to obtain less competitive prices same as well the best delivery time, following up the MR from the project managers, negotiate process with the successful bidder, create and review contracts for sub-contractors and ensure compliance with company policy before a contract is signed, ensure the vendors adequately perform their scope of work, ensure that goods are manufactured in a timely manner, inventory control analyst, keeping inventory levels at the appropriate amounts for helping to keep costs low in a manufacturing environment to keep an appropriate level of inventory on hand to satisfaction, seek out new vendors and create contact with external vendors, record and update all files regarding company purchases (Expedition Software), review the warehouse materials quantities periodically to ensure availability of the necessary main consumable materials for the projects and also the inventory, visit projects from time to time to check the work of junior procurement / contract engineers in site and solve issues if there is any complaints from project managers concerning of the procurement/contract life cycle. Liaise with clients, sub-contract companies assign tasks appropriately and appraise results, continuously monitor expenses / sub-contracts terms & conditions. Establish and implement short and long range departmental goals , objectives and operating procedures . Monitor and evaluate procurement operational effectiveness and affect changes requires for improvement Negotiate procurement contracts for necessary materials / equipment at best price / quality on the most favorable terms and condition.

Studying all the projects specifications, drawings and BOQ, prepare all the material & suppliers list, make the inquiries (RFQ), submit samples & getting approval, prepare (BTF), receive material requisition form, review and issue the purchase orders, follow up the supplying period and follow up the manufacturing items steps. Develop the strategy for contract and supplier management along with directing its implementation. Responsible for matching procurement with the specifications and within the budget, program of works etc. Responsibilities include Negotiate prices for different packages, Prepares subcontract packages and works with construction team to execute. Prepare Letter of Intent (LOI), Formulate and administer low-risk subcontracts with supervision, manage the commercial aspects of the subcontracts from inquiry through award, execution, and closeout of the subcontracts pursuant to established procedures, ensure liaison with Legal regarding Subcontract Terms and Conditions, Project Controls regarding progress, Accounting regarding payment and Engineering regarding the technical content of Subcontract. Administer Subcontracts in the Field from award to close-out.

Prepare subcontract packages and works with construction team to execute. Manage Subcontract functions, or for a project, establish and implement effective subcontracts management leadership, systems, methods and procedures for the office, group or project. Review standard subcontracts to ensure compliance with contracting policy prior to execution. Participate in internal self-audits of the subcontracting process and make corrective action.
