Planned and managed Command & Control Communications for the 25,000 member Texas National Guard and Texas State Guard for homeland security, civil support, joint, civil-military, and interagency emergency response including hurricanes, wildfires, floods, CBRNE, border security and law enforcement. Served as Director of 'Task Force Signal' to resource, train, exercise, and deploy the large task force for missions utilizing 17 commercial Ku Band satellite platforms providing Internet, VOIP, WiFi, wide area network radio-over-IP (ROIP) bridging via Cisco IPICS, nationwide LMR interoperability; 14 deployable MARS HF stations, deployable cellular site, and 3 deployable repeater tower sites. Directed deployment of military systems including US Army WIN-T and US Air Force TDC when needed. Resourced and directed a cache of 1,400+ land mobile radios, 800 smartphones, GPS trackers, broadband devices, 80+ Iridium satellite phones, and 16 MSAT satellite radios. Resourced sustainment of three agency level emergency operations centers, fixed HF sites, four repeater tower sites, COOP sites, and microwave radio links. Provided oversight and management of emergency communications network Infrastructure and Network Operations Center supporting operations across the Texas Area of Responsibility. Provided oversight of military spectrum management across Texas. Served as the TMD Agency Rep in the State of Texas Communications Coordination Group (CCG) hosted in the J6 facility since 2009.
