Position Purpose:Broadly my role was to coordinate with National Red Cross Societies in East Africa and the Indian Ocean Islands Cluster and the Regional Representation Office in ensuring that the elements of programme quality are prioritized and resourced in program design, emergency plans of action and reports. By providing oversight and technical guidance to national Red Cross societies and regional programme staff on PMER, I ensured technical support and emphasized on outcomes, impact and learning through strengthening monitoring and evaluation systems. Position Purpose:As the Senior MRM Expert, the position was responsible for providing assistance to the Team Leader, Country Representatives and FoodTrade colleagues on monitoring and measurement of results for management of ongoing grantee portfolios in the African region. Leading all Monitoring, Evaluation, Accountability and learning activities under the programme including baseline, midterm, and evaluation assessments. It also entailed overseeing quality programming by all 21 grantees (including WFP-FtMA Project, Farm Africa and partners and COMESA-ACTESA project) and improvement of on-going monitoring, verification, learning, research and all results measurement activities of this GBP 35 million FoodTrade-East and Southern Africa Programme funded by the UKAID now FCDO.Key responsibilities: o Lead the implementation of and ensure that the Monitoring and Results Measurement (MRM) Manual is utilised by all grantees and the Programme Management Unit (PMU); this entails providing advice, updating and implementing their M&E/ MRM plans, and ensuring M&E/ MRM plans link to the DFID programme MRM Plans and Mission Programme Management Plan.o Ensure that clear and simple Monitoring and Results Measurement guidelines and indicators are developed for each grantee and lead partner/ grantee training and sessions on collecting data for all output, outcome and impact indicators.o Set up and track the Value for Money (VFM) indicators for the programme submitted to DFID annually.o Integrate environmental, social and governance (ESG) standards in the form of a checklist with which to appraise grantee submissions adequately and which were periodically checked through performance reports submitted to the PMU.o Guide in setting up a web-based database that enhances grantee and FoodTrade ESA data management ensuring completeness, accuracy, validity, timeliness and consistency in reporting.
