The MEAL Director guides the overall M&E strategies in the “Kheir wa Baraka” and oversees the implementation of the entire planning, monitoring and evaluation activities across the projects and programs including the administration of surveys and assessments. Lead the development and implementation of quality project monitoring and evaluation systems, plans, frameworks, methodologies, tools, analysis, and ensuring gender and disability sensitive methodologies.Designing and implementing a robust MEAL system for the projects and programs to meet and exceed donor requirements, also to mirror industry best practices. His/her responsibility is to have in place a well- functioning MEAL systems as a critical component of effective project/program management as well as organizational accountability and learning.Ensuring that performance monitoring, action research, and evaluations are consistent with the project results and also values continuous learning and substantial commitment to quality across the projects components.Providing technical support to the projects, MEAL staff, technical teams, partners and other stakeholders regarding the project monitoring, evaluation, learning and accountability requirements, including data collection and reporting.

The Program Director leads the development of high quality, innovative programs that deliver immediate and lasting change for vulnerable target group. With support of other technical units, He ensure that KwaB programming is of excellent technical quality, attracts significant donor funding and contributes significantly to national / global learning, advocacy and program development. The Program Director oversees all technical sectoral mangers (please name all KwaB programs. The Program Director oversees the coordination of all aspects related to ongoing programming in Egypt, including but not limited to program planning, progress monitoring, reporting, strategic adjustment and risk management. The Program Director will work closely with the Deputy Chief Executive Officer for the strategic development and management of KwaB strategy as well as the improvement of the capacity and volume of programs. As part of the core Senior Management Team, the post holder shall also contribute to the development and review of the organization’s strategic direction and to its policy formulation.

Ayman is a regional expert with long-standing expertise in Monitoring, Evaluation, Accountability and Learning (MEAL), Results-Based Management (RBM), and project cycle management (PCM), especially in fragile contexts in Egypt and the MENA region. Through assignments for international NGOs and development cooperation actors, such as USAID, Save the Children International, Plan International, SIDA and GIZ, he has 20 years of professional experience in leading evaluations and designing monitoring and evaluation systems as expert and as employee in Monitoring, Evaluation, Accountability and Learning in non-governmental organisations, he has strong expertise and in-depth knowledge of qualitative and quantitative evaluation approaches and methodologies, including data collection and analysis methods and tools, and applying high-quality standards for evaluation.Ayman has been working an expert with numerous CSOs and governmental organizations, strengthening their capacities for learning through capacity building programs, where he has developed and conducted several multi-day trainings on Monitoring, Evaluation, Accountability and Learning (MEAL), Participatory Rabat Appraisal (PRA), Fundraising, Resource Mobilization, Project Cycle Management, Project Proposal Development, and Strategic Planning, and he has remarkable expertise in developing and conducting organizational assessment.

Design and implementation of selected training measures for Partner Organisations of the GIZ Syria Portfolio. The virtual training aimed at capacitating staff of Syrian NGOs in improving their internal processes. The scope training measures included: - Three training workshops on Monitoring, Evaluation and Learning covering the assessment of impact, progress tracking and improving programme effectiveness according to OECD-DAC criteria - Three training workshops on Project Cycle Management covering planning, programming, monitoring and evaluating projects, - Three training workshops on Fundraising and Communications for NGOs- Coaching measures through feedback sessions

Conducted an end-line evaluation for a project entitled "Strengthening the civil society in Egypt through youth empowerment and participation - Badar”" with Save the Children International (SCI) - Egypt Office, with the support from the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aimed to build the personal resilience and capacities of particularly marginalized youth to equip them to more equitably participate in decision making at multiple levels, and to lead community initiatives, while also addressing key barriers associated with the attitudes and actions of influential stakeholders. This evaluation study was designed using the five OECD-DAC key assessment criteria of relevance, effectiveness, efficiency, impact, and sustainability. The main purpose of this end-line evaluation report is measuring the progress of the project objectives and outcomes through gathering qualitative and quantitative information on the status of each outcome indicator

Conducted the Base line Study for project entitled " Towards an inclusive socio-economic empowerment of young women and young men in Egypt (Tamkeen II” with Plan International Egypt that aimed to enhance economic participation of young women (70%) and men age 18-35 years, from marginalized areas of Cairo, Alexandria and Assuit in Egypt, and promote equal economic opportunities and decision making for young women. If youth have access to employability, entrepreneurship, relevant technical and innovative skills to access either wage or self-employment opportunities; and key stakeholders have the capacity and understanding to promote gender supportive work and business environment, then those youth will earn income and develop confidence, improving their long-term capabilities and economic status

Conducted the Final Evaluation for project entitled "Tackling root causes of irregular migration and supporting integrated communities in Alexandria" with Plan International Egypt that aimed at tackling economic and social exclusion, and thereby ensuring that young Egyptian and Syrian men and women in Alexandria are not pushed to undertake irregular migration. In the medium term, the project looked to enhance the livelihood options of 500 households, and reduce negative coping mechanisms. The project also sought to empower 800 Egyptian and Syrian youths to actively engage in their local communities and make informed decisions regarding migration. Social and economic integration between Syrian refugees and Egyptian host communities was enhanced through skills development, income generating activities and the promotion of dialogue between the two groups as well as with local decision makers

Conducted the Situation Analysis and Baseline Study for project entitled " Providing Quality Protection and Education Services for Migrants, Refugees and Asylum Seeker Children in Alexandria" with Save the Children International -Egypt Office to map and assess the education and protection service quality, affordability, accessibility and acceptance for the target group. In addition, the research included a gender analysis that investigates in-depth the gender roles, power dynamics, decision-making authority, cohesion and relations with the Egyptian host community. This project aimed at enhancing services offered for refugee, and vulnerable migrant children through strengthen protection mechanisms, education and community cohesion.

Conducting a Mid-Term Evaluation for a project entitled "Egyptian Civil Society Organization Forum (ECSO-FORUM) Project - (2014-2017)”, that aims to promote active citizenship and civil participation and to strengthen a powerful civil society by means of capacity building so that the civil society is able to develop social transformation processes. The interventions include: 1) Capacity building of 16 of local civil society organizations to promote long-term, effective commitment, participation and human rights. 2) Active civic participation to make sure that the citizens are better informed about participation opportunities, human rights, the role of civil society organizations, decision-making processes and how to exert an influence on them as well as opportunities to influence 3) Establishment of a micro-macro dialogue to promote exchange and cooperation of local civil society organizations with national and international organizations as well as the private sector (CSR, PPP).

Conducting and technically lead an End-line study project entitled "Protecting Minors at Risk of Irregular Migration" in 5 districts in three governorates (Behira, Damietta and Aswan) which aims at contributing to reducing the vulnerability of children at risk of irregular migration through the activation of comprehensive local protective mechanism in the targeted districts. The project aimed to achieve the following two outcomes. (1) To effectively detect and support at-risk minors in the 5 target districts of Damietta, Beheira and Aswan from unsafe irregular migration. (2) To strengthen relevant public and local civil society actors in the 4 target districts of Damietta and Beheira to assume their responsibility to protect minors at risk of unsafe irregular migration in a coordinated fashion and through their enhanced lobbying capacities. The project main beneficiaries were Egyptian, Syrian and African minors who are at risk of irregular migration

Conducting for Action-oriented participatory study on the status of civil society organizations (CSOs) in Egypt with cooperation with Arab Institute for Human Rights (AIHR) .Conducting key activities of the study, including: developing and designing the plan and all the related tools, conducting field work and data collection for the study through participatory tools such as (desk review, in-depth interviews, FGDs, questionnaires, and key informant interviews with representatives of all key stakeholder groups), data analysis and reports writing. The study aims at documenting and analyzing the status of CSOs in Egypt after the revolution with a main focus on social economic rights, development and poverty reduction, marginalized groups, environment protection, transitional justice, accountability and reforms. Through focusing on trends and dynamics of resilience and effectiveness, the study further aims at documenting models or examples with the intention to make them visible for the purposes of learning, reflection and sharing experience in the region. The study measures the resilience of the CSOs in Egypt in order to increase their capacities in terms of strategic planning for the CSOs according to ‘Theory of Change’, the outcomes of the study will contribute to enhance the effectiveness of CSOs performance in Egypt through strategic planning frameworks

Participation in conducting for a Mid-Term Evaluation for "Access to arts" project implemented by Mahatat for contemporary art in Greater Cairo, Mansoura, Damietta, and Port Said, that funded by the Drosos foundation.Access to arts is a 3-year project aims at increasing the access to contemporary art for audiences and artists in Egypt (in Greater Cairo, Mansoura, Damietta, and Port Said) resorting to a systematic and needs-based approach in reaching out to audiences and emerging artists that have for years been neglected by other art organizations and governmental cultural entities. The project’s content is adapted and accommodated to individual and community needs as well as to the venues the performances are staged in.

Conducting for Final Evaluation for "Egypt Rural Youth Economic Empowerment Project" (2013-2016) targeting 29 communities in the three governorates for target age group from 16 to 27. The project aims to increase employment and self-employment for over 10,000 youth by increasing their access and ability to use financial services, while simultaneously building their employability and entrepreneurial capabilities.

Conducting for a Baseline study for “Improving Syrian and Egyptian Children’s Access to Formal and Informal Education” (ACCESS) project with CARE International in Egypt funded the Department of Foreign Affairs, Trade and Development (DFATD).“Improving Syrian and Egyptian Children’s Access to Formal and Informal Education” (ACCESS) aims to increase access to schools for Syrian and Egyptian children, strengthen social cohesion among Syrian refugees and Egyptian host communities, and strengthen quality of formal and informal Egyptian education systems for boys and girls.

Conducting for a mid-term evaluation for Combating human trafficking project that implemented by the Center for Egyptian Women’s Legal Assistance (CEWLA) and funded by the Drosos foundation.The three years project addresses the issue of trafficking of women in four target areas where many girls and young women are vulnerable to trafficking through multidimensional approach geared towards providing legal, socio-psychological and economic support. The selected governorates are Giza, Dakahlia, Fayoum and Kafr El Sheikh

Conducting the Baseline study and policy review on creating a safer city for the adolescent girls in Ezbet Khairallah for the Because I am a Girl Urban Programme (BIAAG Urban Programme) with Plan International Egypt

In the framework of a project entitled "Integrated protection for the families of prisoners and detainees “Integrate and Rehabilitate” which is funded by the Drosos Foundation since February 2012 until April 2015, Market Survey in six districts and administrative centers at Giza and Cairo governorates was implemented for identifying the key business sectors and main fields in the targeted areas "professions and craft,” which is most widespread and growing in every region of the targeted areas of study determining the official and unofficial size of the sector, job types, current and potential vacancies in each craft or profession of craft widespread and growing in every region of the study areas. The study provides a systematic information about institutions and businesses needs of technical labor within the targeted areas, as well as required employment skills, and a methodology about institutions and training centers specialized available in the target and neighboring areas, which can cooperate with them to implement specialized training programs in skills training, and specify a list of training needs and skill to the families of prisoners in each region of the target of the study areas.

Conducting for Market Survey in Manshiet Naser and Haganna in Cairo with Save the Children.The objectives of the study were to Identify key sectors and main fields in the targeted areas through which the number and types of jobs and the level of current and potential jobs can be determined. Moreover, identify semi-skilled labor and the required skills that youth can be trained on. Determine the potential of vertical and horizontal expansion, and to develop rough estimates of employment opportunities in each priority sector, including: estimated figures, characteristics (skills training, formal and informal jobs, permanent and seasonal labor, daily, weekly or monthly wages, small businesses…etc), the skills required for the business sectors. Determine the level of potential income in terms of the average monthly wages for jobs or return of special projects. Also, to identify available and safe opportunities for females that suit the cultural and social pattern of the district, identify the challenges facing prospective business owners to attract and retain skilled workers and highlight the potential role of the project in addressing these challenges. In addition to Identify potential training institutions to implement training programs, with a focus on existing vocational training centers which can implement training programs for youth based on the needs and the study of the labor market.The study phases included: I) initial consultations, preparation and design tools; II) Supervision on implementation of field study; III) data entry, data analysis, and report drafting; and IV) debriefing and writing the final report.

Conducting for the final evaluation of the youth empowerment project (August 2011 – August 2013) with Relief International (RI) funded USAID.The final evaluation aimed to determine the extent to which the project accomplished the results it was planned to achieve, present the evidence of these accomplishments, and provide a record of how these results were obtained. The evaluation also focuses on demonstrating how this project contributes to global learning about community based youth programming, and ensuring that all relevant stakeholders involved were able to fully participate in the final evaluation. To this effect, the evaluation includes sections on program highlights, learning, and success stories.RI consortium is providing youth with the skills necessary to effectively communicate with and contribute to their communities, as well as the ability to assume leadership at a local level. In addition, the YEP program provides youth with problem-solving, critical thinking, and leadership skills necessary to take the lead in addressing challenges hindering the democratic process in their specific localities. Finally, the program provides technical assistance to six youth centers to serve as political awareness academies and create an on-line portal in which interactive training curricula pertaining to issues tackled during the project are shared.The final evaluation phases included: I) initial consultations, preparation and design tools; II) Supervision on implementation of field evaluation; III) data entry, data analysis, and report drafting; and IV) debriefing and writing the final report.

• Overseeing the strategic management, Planning, implementation and finances of Environmental projects.• Developing monitoring plans for the environmental projects on the level of the activities.• Supervising the monitoring process for the Environmental projects’ activities that take place through the CDAs within the communities.• Leading the documentation of all the team activities including preparing progress reports, learning lessons, best practices …etc.• Coordinating the preparation of the baseline studies required for starting any new environmental projects.• Participating in conducting community needs assessment studies related to environment within the targeted communities depending on participatory methodologies amongst them is PRA. • Create the communication networks with different Environmental projects actors.• Hold meetings with Branch manager on a regular basis to provide updates for the assigned activities, issues, problems, needs, and successes.• Develop reports on Environmental projects’ activities and submit them to the Branch manager.• Develop and design the Proposals for Projects in the area of Environment.• Keep the team spirit and provide annual performance appraisal for the team members.• Manage and follow up sub-grants programs implementation within CDAs.• Supervising the Environment team staff.
